Title: UIM Implementation and Testing Lead

This role will lead the testing and implementation of the Unemployment Insurance Modernization (UIM) project Phase 2 in accordance with the approved solution architecture. This role will work with the Solution Architect (OIT), other Agencies and Contractors.

The role will drive and coordinate preparation for go live including verification of testing vendor testing results, conversion testing results, and supporting User Acceptance Testing. This includes the overall responsibility for the test effort's success. The role involves quality and testing advocacy, resource planning and management, and resolution of issues that impede the test effort. This also includes:

Negotiating the ongoing purpose and deliverables of the testing effort

Ensuring the appropriate planning and management of the testing resources

Assessing the progress and effectiveness of the testing effort

Advocating the appropriate level of quality by the resolution of important Defects

Advocating an appropriate level of testability focus in the software development process

This role will also manage the transition in preparation for go live, through go live and continue in the stabilization phase that will be between 3 months to 6 months past go live. In this time period, the role will include:

Partner with CDLE business process owners to develop strategies, objectives and roadmaps that are in alignment with functional goals.

Partner with CDLE business process owners and cross-functional stakeholders to define tactical system implementation plans, including task prioritization, scheduling and resource planning.

Serve as steward of user experience for the implementation and assist in system adoption and collection of user feedback.

Provide support to end-users by following up on any reported issues and ensuring timely and reliable response.

Facilitate the planning, creation and management of the playbook, operational go live checklist and rollout.

Create relevant implementation documentation that is detailed and comprehensive.

Identification and reporting of bugs and errors.

Execute verification of retesting after mitigation, messaging to the users and coordination of subsequent code releases for bug fixes.

Interfaces with other entities to resolve complex operational problems within the system in collaboration with OIT.

The UIM Implementation and Test Lead will use appropriate project management tools, reports, templates, best practices and methods. The role will work directly with agency staff, as well as vendors and, when necessary, other state agencies in fulfilling and carrying out the requirements of assigned IT projects. This work shall be performed in a way aligned with the business needs, contract requirements, end users and with the approved technical architecture.

Preferred experience is the prior implementation of large technical projects in the role of implementation manager with testing management responsibility or project manager with testing management responsibility.
