The Telecommunications Manager is responsible for managing and maintaining voice architecture, disaster recovery planning, design & implementation, and development plans, as well as leading the operational development and integration of key products and technologies within the company’s IT enterprise voice infrastructure for data centers, home office, clubs, and distribution centers.
This includes management tools, voice & video, and all other current and emerging communications technologies. In addition, this position will also be responsible for senior level operations escalations, maintaining documentation to current standards and on call engineering support for
production networks and voice services.
This position will be tasked to drive the development and maintenance of the company’s voice product and service roadmaps, disaster recovery plan, participate in new technology assessments and selection, and the development of junior technical support staff.

This role will perform other tasks and/or responsibilities as assigned including:
IT Vendor Management to include management of KPIs, development teams, and overall governance
Maintenance and upgrades to all call manager technology and support tools (e.g. scripts), reports, etc.
Oversees the day to day operations of the network required to provide data, voice, and video service, as well as back office networking required for administrative support.
Receives and evaluates requests for additional network applications and makes recommendations on required hardware and software to assist in determining whether these requests will meet the user’s needs and function in coordination with our existing hardware and software
Maintaining and following all goals, policies, and procedures for the VMO; includes the entire vendor management lifecycle (evaluation, requirements, negotiation, legal contracts, performance)
Chief Negotiator for lowering prices on IT spend for Hardware (network equipment, circuits,
Telephony equipment), Software (Call Manager, ACS), Data Centers (both owned/leased and
Co-Locations), and Services (SOW contract labour
Develop and Implement the Strategic Sourcing Engagement Model, which will rate vendors and provide lower costs for the same products.
Manages the selection, acquisition, and monitoring of contractual agreements for hardware, software, and IT services for the enterprise.
Validate Statements of Work (SOW’s) for accuracy, term, price, and evaluate fix bid vs fixed price.
Create and negotiate Service Level Agreements (SLA’s), Operational Level Agreements
(OLA’s), Master Service Agreements (MSA’s), and Non-Disclosure Agreements (NDA’s
Create Vendor Scorecards including rate sheet pricing by functional roles by vendor.
Develops, or assists in the development of Request for Information (RFIs), Request for
Proposal (RFPs) and business cases.
Create Decision Matrix for: buy vs lease, insource vs outsource, make vs buy.
Maintains contact with vendors to manage the status and quality of orders and the progress toward contractual commitments.
Continually seeks optimal value in service from vendors, reviewing and monitoring performance and return-on-investment metrics and initiating contract modifications.
Aligning with IT org39;s overall strategic, financial, and project goals every quarter; The goal is to mitigate and improve price efficiencies.
Driving long-term value and innovation from strategic vendors
Regular reporting to IT leadership – develop key metrics and critical metrics related to scorecards, spend/savings, SLA’s, opportunities, risks, issues, etc.

Required Skills:
Hands-on Technical Experienced telecommunications Manager to assist in the migration design, and future support of new VoIP based services on-premise & cloud deployment. This position will serve as the subject matter expert and will be responsible for all aspects of IP- based telephone systems for the enterprise voice network.
10 years of experience designing, supporting, and/or implementing enterprise-class Complex VoIP, Video, and TDM-based voice networks
Network and Voice certification (CCNA, CCNP, ACS, ACE) will be a big plus
Understanding and experience with MPLS, Broadband, 4G Network WAN technologies in Active / Active & Active / Passive configuration
Hands-on experience with voice and data products including Cisco, Avaya, Polycom phones, cloud/SIP based VoIP services, and video conferencing/UCS systems
Hands-on experience with voice PBX – Nortel BCM, Nortel Norstar, IPOffice, & Vertical
Understanding of Voice/VoIP service provisioning methods, service delivery, SLA metrics, and procedures
Experience designing, configuring and or troubleshooting large enterprise MPLS converged (voice, video & data) networks
Experience and or a solid understanding of QoS/CoS policies and priority queuing - WAN & LAN
Experienced with VOIP protocols and Codecs SIP, RTP, T.38 G.711 G.729.a, H.323
Understanding and experience with Cloud VOIP and Network technologies
Understanding of enterprise architectures, routing, and transport protocols IPSLA & Netflow monitoring/management
Vast background in Vendor Management/Relationship Management within IT.
Strong negotiation skills and experience in negotiating enterprise level IT Vendor Contracts.
Shown success in leading complex vendor relationships and effective negotiation skills applying various strategies and techniques
Excellent analysis and reporting skills a requirement
Full proficiency with Microsoft Office (Excel, Work, Outlook)
Ability to think globally and strategically, and motivate change in a complex global organization
Superb communication, interpersonal skills with all levels of internal and external audiences
Ability to balance critical thinking and attention to detail
