Job Description:

HMIS is a data warehouse initiative brought forth by OTDA Center of Specialized Services. The New York State Data Warehouse Project is an initiative by the Office of Temporary and Disability Assistance (OTDA) to understand the nature and scope of homelessness across the State of New York. The Data Warehouse, phased in over a few years, will be created, maintained and operated by OTDA. Begins with the Solutions To End Homelessness Program (STEHP) data from local Homeless Management Information System (HMIS) implementations that serve programs receiving STEHP funds.
Currently there are two separate systems used for FFFS and TRACS 2 submission. OTDA uses the SharePoint FFFS Site for plan processing. The district's staff use this site to complete, submit, revise, and view their FFFS plans. The OTDA and OCFS staff use this site to upload the initial plans, receive, review, and approve or return to districts plans that require further clarification.
The proposed solution is to rewrite FFFS and TRAC2 in one application using the newest web-based and database technologies.

Day to day tasks:

-Work with the existing state team to fully implement HMIS with multiple vendors across the state
-Work with State Agency and ISO staff on current security and data encryption requirements\techniques utilized to protect HMIS data
-Provide architectural guidance and assistance designing and developing new FFFS/TRACS2 application
-Research and provide architectural review and direction of various other Microsoft .Net based open system applications.
-Provide mentoring and guidance to our .Net development staff.
-Guidance and assistance in maintaining other OTDA’s critical .Net applications (includes approximately 25 applications
-Troubleshoot production issues within the .Net applications and core technologies.

- Technical expert centered around a technology, technologies or a portfolio of applications- Designing and implementing Information Technology solutions


84+ Months: Candidate is able to provide leadership of large teams and/or extensive industry experience and is considered at the top of his/her field

Requested Qualifications:

84 or more of month’s experience designing application architecture, developing & deploying n-tier asp.Net Web apps using web services.
60 or more month’s acting in advisory role to IT management in Web application architecture, software evaluation, POC, and mentoring developers in areas such as system architecture, design patterns, common system utilities, and secure Web application coding
84 or more of month’s experience developing & deploying n-tier ASP.Net Web apps using cnet WCF web services.
36 or more month’s experience developing applications utilizing ASP .Net MVC.
72 or more month’s development experience in an Oracle Database using PL/SQL to create and maintain packages and stored procedures.
72 or more month’s experience coding with C#
36 or more months creating n-tiered applications utilizing Microsoft’s Entity Framework.
36 or more months creating n-tiered applications with JavaScript Framework (ie. jQuery, Wijmo)
12 months or more experience using Responsive Web Design such as Bootstrap.
