JOB DESCRIPTION: Technical Analyst

I. POSITION STATEMENT

The Milwaukee County Behavioral Health Division (BHD) utilizes an Electronic Medical Record (EMR) by the name of Avatar. The Technical Analyst is responsible for ensuring that clinical and business stakeholders at BHD have information available to them to make evidence-based decisions. BHD is a public-sector system whose mission is to provide the best possible care for persons with serious behavioral health conditions. consults with the business to modify or develop reports that will add value to their work function.


II. HOW THE POSITION ADDS VALUE TO THE ORGANIZATION

Ensures data is accurate and consistently reported
Ensures clinical staff have the information available to deliver the best patient care
Provides fiscal and operational staff with the information they need to run the business
Leads development of custom queries, forms, and reports, working independently or as part of a team, depending on resource availability

III. ESSENTIAL DUTIES AND RESPONSIBILITIES

Develop or update current Crystal reports, and EMR system content to meet BHD clinical and fiscal needs
EMR widget development using SQL
Working with Avatar’s reporting module to produce data for state agencies
Fulfill data requests for internal and external stakeholders
Work with Business Analysts to develop best practice solutions for stakeholder requests
Utilize Avatar’s Guardiant solution to monitor EMR system health, inform decision making and investigate issues reported by end users
Technical support and troubleshooting on appropriate EMR issues
Back up to the System Administrator as needed

Functional Knowledge

Electronic Medical RecordEMR system general reporting concepts
Hardware and software characteristics of enterprise software systems and a general understanding of system features and their integration capabilities to a centralized database
Business process mapping, analysis, and design, and the ability to manage processes in both proprietary systems (EMR) and standard Microsoft tools (SharePoint, Infopath, Excel, etc
Data processing methods and procedures; ability to solve basic hardware and software problems
Business principles and techniques of administration, organization, and management; preferably an in-depth understanding of the key business issues that exist in the behavioral healthcare field.

Excellent writing and data interpretation skills appropriate to the needs of the audience

VII. PRE-REQUISITES

Required: • A bachelor degree or four years equivalent of working experience in a business or IT environment
3-5 years report writing experience in Crystal Reports or similar technology
1-2 years of SQL
Complex query development
Strong understanding of relational database concepts
Healthcare experience
Value Added: • Avatar experience
EMR system administration
Knowledge and understanding of programming languages to assist in the development of web services
Working knowledge of Cache databases
Working knowledge of Microsoft Excel
Knowledge of behavioral health field terminology
Knowledge in Qlikview or a similar analytical tool
