Job Description:
Georgia DOT (GDOT) requires a technical writer/Trainer to produce and maintain documentation primarily related to the GDOT Emergency Operations Center system, business process documentation, and user guides along with Training end user on associated EOC devices and software.
The GDOT Emergency Operations Center (EOC) goes into effect to manage severe weather, high traffic, or other emergencies that affect the travelling public and commercial traffic on state highways.
Candidate will be working as a team member with IT Emergency Operations Center Program Manager to create documentation to support GDOT emergency operations such as use of software applications, help documentation, installation of equipment, severe weather plans, or how to pull reports/data/maps within the State Operations Center. Candidates will work with supporting IT team members and interact with business units to understand the technical/business processes and develop technical and or end user oriented materials. The Technical Writer will create drafts and organize documentation efforts, including online help and written user guides. The Technical Writer will solicit, gather, and assemble information from a variety of business subject matter experts, IT resources, and technical systems to create documentation.
Responsibilities
Participate in EOC planning and IT sessions to design and develop materials
Produce effective presentations, tutorials, instructor and student guides, lesson plans/exercises in multiple media and formats suitable to course audience
Create, review, and update materials and documentation based on user feedback, classroom surveys, IT version updates, and IT support tickets
Maintain, coordinate, and communicate training schedules with end users and stakeholders
Make arrangements with GDOT business units and vendors to gather information
Conduct user group or joint application development sessions to define and document business process workflows
Establish effective relationships throughout the organization, both within IT and across business units/customers/stakeholders to identify/address gaps in user training, knowledgebase, plans, or process documentation in fulfilling GDOT EOC or IT missions
Facilitate training for end users through a variety of mediums, which may include classroom settings, one-on-one, and online methods
Remain knowledgeable about Georgia DOT IT applications and business strategies as related to EOC or IT materials and systems
Assist technical managers, IT developers, and specialists to explain complex technical concepts and business/data workflows to non-technical audiences
Provide user support with IT product launches and go-lives
Travel to Georgia DOT business locations (within State of Georgia)

Required Qualifications:
Bachelor''s degree in Technical Communications, Engineering, MIS, IS, IT or other related field.
6+ years advanced skills with Microsoft Office
5+ years’ work experience as a Technical Writer developing technical content (manuals, online user guides, system documentation)
4+ years of experience in developing role based end user materials for IT applications/systems
2+ years of technical support work experience
Excellent writing, verbal, presentation, and communication skills
Strong leadership, problem solving, oral presentation, planning, and adult-learning/workforce teaching skills
Ability and flexibility to travel frequently across the State of Georgia
Ability to work during EOC operations and stay at state or District operation centers for multiple days during events such as snow/ice
Energetic, inquisitive, and positive attitude within critical situations
Resourceful, hands-on, can-do attitude
Ability to be flexible, adapt/respond quickly in a mission critical environment characterized by rapid change, minimal lead times, and multiple competing priorities
Ability to grasp complex concepts and break them down into laymen’s language
Strong commitment to providing superior customer service
Experience in course design and development
Experience in developing training content (e.g. user manuals, handouts, slides, exercises, and web based training)
Able to maintain personal credit card for any expenses, Georgia DOT will not provide advance payment on expenses, but will reimburse authorized expenses
Ability to maintain a valid driver’s license
Georgia DOT will reimburse authorized travel expense lodging and meals
Georgia DOT will reimburse authorized travel use of a personal vehicle use or rental car
Must have a clean driving record
Able to stand, stoop, kneel, lift, etc. to work with GDOT users/equipment

Preferred Qualifications:
Experience with developing content for emergency response agencies or IT systems
Emergency management work experience
Public Communications Officer work experience
Experience in developing content for a civil engineering/transportation workforce
3+ years of experience with course delivery tools such as Captivate, Camtasia, Lectora, or SharePoint
Strong technical background in computers, transportation, or government
Familiarity with ITIL or REMEDY
