Five years of experience developing functional and system requirements for complex organizational re-engineering or the functional and system requirements for complex system realignment. Must have demonstrated experience in working independently with minimum supervision.
Functional Responsibility:
Provides statistical analysis programming (SAS, SPSS, Excel, etc and systems support in the following areas: sampling, database management, and data analysis. Assists in the interpretation of data and documents survey findings and results.
Minimum Education: 
Bachelor’s degree. IT-related certification programs or other technical-related training plus 3 years of additional, directly related work experience (over and above the minimum experience requirements for this position) may be substituted for the Bachelor’s degree.
4.1.1.1. Specific Position Description
The selected candidate will support Office of Administrative Management and Communications (OAMC) with SharePoint migration, maintenance and minor development. The resource may work remotely, but must be prepared to be onsite at NIH until a government laptop can be provisioned for use. Tasks include but are not limited to:

Task 1: Maintenance  
 Maintain SharePoint site to include updates to content and structure per government instructions, and consistent with existing set up, structure, architecture.
 Customization of processes, as requested
 Making content changes to SharePoint sites Training staff how to make content changes (both using the WYSIWYG editor and html, and other SharePoint features.
 Organizing solution-specific SharePoint training oriented toward the user community and their security permissions.
 Implementing, as needed, a change request process for SharePoint edits based on current implementation and functionality of existing SharePoint site(s
 Overall improving user adoption of SharePoint technologies.
 Final QA/AC of data in SharePoint sites.
 Troubleshooting issues as they arise

Task 2: Development 
 Matching SharePoint capabilities/functions to business processes with goal of automation

Preferred Experience: 
 Bachelor’s and/or Master’s degree in Information Technology, Computer Science or related field
 5 years working experience in SharePoint or Microsoft Development Environment
 Experience in SharePoint Development and/or Administration
 Experience in Business Process Evaluation, Review and Implementation
 Experience in Angular JS, C# and .NET
 Experience and/or understanding using Microsoft Visual Studio IDE
 Experience in training other users as well as preparing training materials as needed
 Experience developing and/or evaluating system process documentation
 Strong Communication Skills as will work with multiple stakeholders
 Strong Time-Management and Planning capability to manage multiple tasks 

Desired
 Microsoft SharePoint 2013 certification(s), strongly preferred
 NIH Experience, strongly preferred
 Microsoft Windows Administration, strongly preferred

5.0 Period of Performance
The period of performance of this effort shall begin after award, and extend through September 29, 2018 end of contract year. Buyer reserves the right to permanently hire as its own employee any personnel performing against this subcontract after completing 6-months of successful performance with agreement from Supplier.
6.0 Contract Type
This will be a Labor Hour (LH) contract, up to a possible 20 hours per week during normal business hours, Monday-Friday, excluding Federal holidays, unless otherwise approved in advance by office and prime contract representative.

3.5. Place of Performance
The place of performance shall be at 6100 Executive Blvd, 3rd Floor Rockville, MD 20852. However, the selected candidate may work remotely, but must be prepared to be onsite at NIH until a government laptop can be provisioned for use or as required/needed by the customer.
