Job Purpose:
To ensure high reliability and availability of both centralized and distributed multi-user computer systems. Provide technical and systems expertise in support of the planning, implementation and utilization of the agency-wide multi-user computing resources. Responsible for optimum system utilization and for maintaining the operating systems at the approved version level. Develop and Maintain operating records on system performance and production. This includes system upgrades, system documentation, daily administration, and problem resolution as well as assisting staff and users in problem resolution, as needed, relating to hardware, software, and communication issues. This position will participate in the design, planning and execution of infrastructure to support new applications and technologies. Implementing, supporting, and maintaining Electronic Health Record (EHR) system and related infrastructure such as Argent, SQL, Load Balancers, and reporting.

Essential Functions:
-Coordinate and ensure agency-wide multi-user computing systems are well managed/administered to provide required services. Develop and maintain operational procedures, system documentation and connectivity diagrams and documentation.
-Controls and monitors the operation of a large-scale computer system. Sets controls on computer and peripheral equipment for integrated operations in accordance with written and verbal instructions. Installs, configures, and supports Microsoft desktop server and infrastructure hardware and software. Contact vendors as necessary to resolve problems.
-Assists in the development of project proposals, cost estimates, and options for purchasing, upgrading and maintaining multi-user computer systems. Conducts studies of projected enhancements in hardware and software, and proposes recommendations to management.
-Manages peripheral equipment. Assists in collection and distribution of user information. Administration of network printing on the AIX/UNIX platform and Microsoft server platform.
-Administration of SQL and Web Servers. Perform systems performance analysis and tuning. Evaluates and reports system malfunctions to Operations management. Interfaces with maintenance contractors as needed.
-Plans and schedules machine runs and other data processing operations. Assists in the training of new employees and in instructions concerning new procedures.
-Maintain operating systems, system logs, system load evaluation, and reports of activity. Implement hardware and software upgrades to operating systems and applications. Develop and maintain documentation for the servers, operational procedures, network topology, and hardware inventory.
-Develops and conducts training sessions for new and established users on the operational aspects of server computer technology and changes to software.
-Responsible for assisting the development of the server plan, for server capacity planning, and for research and planning for future expansion and reconfiguration of new and existing computing facilities. Budget evaluation, recommendation and purchasing for both software and hardware.
-Responsible for status reporting of assigned tasks to the Sr Systems Engineer on a weekly basis.
-Perform any tasks necessary to support the goals and objectives of MHMR.

Knowledge of Laws, Policies/Procedures, Skills and Abilities:
-Thorough knowledge of basic computer sciences and applied skills and abilities for:
-Performing typical advanced server and network administration skills, including upgrades and maintenance of hardware, operating systems
-Administering server directory structure authentications, permissions and shares
-Administering access rights and maintaining data base performance
-Demonstrated knowledge in user administration, firewall and router configuration, Microsoft Office suite support, Windows 2003,7, UNIX, Cisco switches and routers
-Strong working experience with Hewlett Packard, Compaq, and Dell enterprise servers
-Experience with cabling systems, hubs and routers.
-Thorough knowledge of basic computer sciences and applied skills and abilities for: performing typical advanced serves and network administration skills, including upgrades and maintenance of hardware, operating systems, LAN/WAN, DNS, TCPIP, WINS, DHCP, and IIS support function.
-Experience in building vendor relationships
-Network terminal servers, bridges, and operational devices of associated with specialized hardware and software.
-VMWare management for building hosts and deploying Virtual Servers.
-Diagnosis and resolving LAN problems.
-Setting up and rebuilding clients.
-Creating, developing and maintaining Intranet Web sites.
-Resolving Help Desk issues.
-Demonstrated knowledge in used administration, firewall and router configuration, Microsoft Office suite support, Windows 2003 and later, Exchange management and SQL 2008 and later administrative and system utilities.
-Knowledge and experience in connectivity and communications protocols a plus.
-Maintain confidentiality.
-Self-starter who is able to work online or offline hours with minimal or no supervision.
-Able to work as a team member to advise and resolve IT issues.
-Working knowledge of health care and information systems.
-Ability to work cooperatively with all levels of staff.

Required Education:
Bachelor’s Degree or equivalent experience

Travel:
-Occasional travel between other MHMR of Tarrant County worksites and offsite seminars.

Testing Requirements:
-Pre-employment tests including drug and TB Screening, Physical Exam including balance and lift test.
