Job Description
The Tax System Modernization Project Manager Position will provide contract management services and project oversight for a comprehensive, large-scale tax system implementation effort and represent the interests of Maine Revenue Services (MRS) through the completion of the tax system implementation and any required post-implementation support services.
The management of the Tax System Modernization Project will consist of multiple phases:
(1) Develop request for proposal (RFP)
(2) Facilitate MRS procurement activities
(3) Develop organizational change plans
(4) Provide project management.
This position will work full time out of the MRS office at 51 Commerce Drive, Augusta, Maine during each phase of the project.
This work includes establishing and monitoring a project plan that includes all steps of the project from development of the RFP through to full project implementation. This position will plan, budget, monitor, provide oversight and guidance, and report on the project using project management tools. Some of this work includes developing project schedules, benchmarks, deliverables, project resources, roles/responsibilities, plans, contingency plans, risk assessments, conversion plans, and critical path identification/management. It is an expectation that this project will be delivered on time, within budget and within scope.
The position will report to MRS’ Executive Business Owner/Project Director and work directly with The Office of Information Technology (OIT) and the selected IT Vendor. This position must comply with all State of Maine, MRS and OIT security and confidentiality standards and project status reporting requirements.
This position is required to have a bachelor’s degree in a related field. Also required is proven successful work experience in project management of tax system implementations.
