Job Description :
Seeking a Sr. PM who will assist the business leadership in assessing their current legacy tax administration, electronic filing and payment, and discovery systems used for managing taxation for the client and providing an overview of options for upgrading to a single full-suite taxation application system. The Sr. PM will lead an effort to identify vendor system options. They will assist the business in defining a business case, defining high level requirements and coordinate detailed assessments of vendor options. The goal for the first phase of this project is to assist the business in detailing cost, effort and impact of replacing legacy systems with modern, integrated systems available in today’s market. The first key deliverable for this position is the creation of a high-level work plan, business case and budget by August of 2018 for approval by legislative budgeting processes.

Other duties in phase one of the project include:
Establish MRS goals for this project with defined deliverables and metrics
Compare current processes to anticipated new processes based on RFI system descriptions and follow up analysis of vendor submissions
Formulate & document the impact of implementing a full-feature integrated system
o Formulate & document business process changes
o Formulate & document organizational changes including position level changes and analysis of impact of business process changes on staffing levels
Review & analyze the MRS organization and current business processes
o Creation of a current state (AS IS) analysis of workflows & position definition
o Creation of a future state (To Be) gap analysis based on impact of implementation of a suite based taxation system with an emphasis on self-service by end users.
Prepare ROI analysis – position MRS for budget request in late summer 2018 - Prepare recommendation for managing this change detailing estimated savings and ROI calculations based on process improvements
Assist the Sr PM in the preparation of the FY20/21 project budget – by mid-August 2018
This role will collaborate with an additional Sr PM position who will manage the process of vendor applications review to assist the business in defining technical requirements and performance goals for the state taxation application suite based software
Establish MRS goals for this project with defined deliverables and metrics
Review top RFI submissions and system demos by limited number of vendors of state taxation application suite based software
Compare the business functions of the systems described in RFIs & demos to MRS systems
Coordinate site visits with vendor references.
o Prepare a detailed list of questions for site visits/references
o Participate in site visits
o Create a matrix of results from site visits
Strategize
o How to evaluate alternative system capabilities (pre-RFP)
o How to evaluate security features: application, Cloud services
Prepare justification and business case for replacement of legacy systems
Prepare ROI analysis – position MRS for budget request in late summer 2018
Prepare FY20/21 project budget – by mid-August

Requirements for this SR PM role:
1. Must have a solid background & at least 3 years of project management exp working with state taxation systems & tax system implementations. Previous deployment of suite based taxation systems is a plus.
2. Must have experience in analysis of taxation work flow, position definition and task assignments. Prior experience in implementing staffing planning for a project that moved a state taxation process to a suite based self-service model is highly desired.
3. Must be able to get work done through influence and ability to manage and communicate with resources.
4. Must be experienced in managing multiple streams of activity as subsets of the larger project.
