Sr. People Soft FSCM Functional Analyst

Duties and Responsibilities:
Oversees and/or performs highly advanced analysis and coordination of special projects and cyclic processes in support of CAPPS Production (75%) and/or conversion to Production (25%):
o Participates in Disaster Recovery and Upgrade Testing activities.
o Assists with conversion activities.
o Participates in "go-live" cutover activities.
o Performs all duties within project scope and on schedule according to project milestones, deliverables and due dates.
o Coordinates all special projects (e.g. People Tools Upgrade, Fiscal Year End close, Calendar Year End roll, and Legislative system changes
Provides all end-user facing responsibilities in support of CAPPS Steady State/Production efforts in accordance with CPA established methodologies.
Evaluates business needs, analyzes processes and creates business cases for changes and process improvements.
Analyzes software fits/gaps and determines impact to business processes.
Develops and maintains functional design documents for required system enhancements and reports.
Provides system expertise and functional support throughout the application development and application change processes.
Develops test scenarios and test scripts, executes test scripts and records results using automated test tools.
Validates all system test results.
Assists with training all designated end-user personnel.
Provides end-user on-site support as assigned by CPA.
Communicates complex concepts clearly, accurately, and effectively both verbally and in writing.
Works with CAPPS technical and functional resources effectively.
Provides functional expertise for one (1) or more of the following PeopleSoft FSCM modules, in a highly customized complex environment:
o FSCM 9.2 General Ledger/Commitment Control;
o FSCM 9.2 Accounts Payable;
o FSCM 9.2 Purchasing / eProcurement;
o FSCM 9.2 Asset Management.
o FSCM 9.2 AR/Billing
o FSCM 9.2 Grants
o FSCM 9.2 Project Costing
o FSCM 9.2 CA
o FSCM 9.2 Strategic Sourcing
Performs other duties as assigned.
Preferred Skills:
Able to work independently in a team environment with on-site and remote teams.
Strong written, verbal, and interpersonal communication skills.
Knowledge of project management methodologies.
Knowledge of technical and functional attributes of PeopleSoft.
Possess problem-solving skills and ability to multi-task with readiness to put in extra efforts when necessary.
Experience with SDLC methodology.
Experience in gathering business requirements for large projects.
Required Experience
Eight (8) years of experience in each of the following areas:
o process or systems analysis and design work for ERP related systems;
o developing functional specifications for large projects;
o performing requirements gathering, analysis, and documentation;
o documenting functional designs; and
o Developing test scenarios and scripts, performing system testing, and documenting results.
Five (5) years of experience with PeopleSoft FSCM.
Four (4) years of experience in each of the following areas:
o configuring PeopleSoft modules;
o working with application end-users to prototype PeopleSoft modules in a workshop setting;
Three (3) years of experience in each of the following areas:
o conducting presentations, providing instructor led training, or facilitating workshops; and
o experience with two (2) or more of the following PeopleSoft FSCM modules:
o FSCM 9.x General Ledger/Commitment Control;
o FSCM 9.x Accounts Payable;
o FSCM 9.x Purchasing / eProcurement;
o FSCM 9.x Asset Management;
o FSCM 9.x AR/Billing;
o FSCM 9.x Grants;
o FSCM 9.x Project Costing;
o FSCM 9.x CA;
o FSCM 9.x Strategic Sourcing
Two (2) years of experience working in a lead role related to PeopleSoft FSCM.
Preferred Experience
Three (3) years of public sector experience.
Experience working with Texas state government processes, policies, and procedures.
Experience with Texas CAPPS PeopleSoft Financials implementations and production support.
Experience working within an environment with a managed service provider.
Specialty expertise in any of the following:
o Enterprise Portal;
o State of Texas Mainframe Systems (e.g., USAS, USPS, SPRS, etc;
o State of Texas ERP (e.g., CAPPS);
o State of Texas ERS Applications;
o Web Services; and
