Overview of Project:

Building the next generation of their QPA (Quality Performance Application

B2B Application – Customers are insurance payers (Large insurance companies

Log into system and upload data files for all the event history for all their patients – a lot a data.

Change’s QPA product ingests all this date into the system and clients log into the system and can look at how well
they are performing for HEDIS Measures.

HEDIS – set of 95 quality measures that the government has published (NCQA.org administers that

Payers log into system to see how they are actually performing based on a year ago to verify improvement.

Submitted to government in February – If they meet NCQA benchmarks for measures at 95% percentile can receive
millions from government.

Application is for insurance payers to gauge how well they are doing for HEDIS measures annually.


Annual event starts in January and ends in May.

QPA is a SAS application that is using react.js in a single page model

Back End (REST API) Developer:

Will be using Groovy and Spring Boot to develop REST API’s

Has to be very experienced with AWS – Dockers & Containers

Experienced with relational data models

Redshift & Apache Kafka is a big plus (must be from Amazon perspective)

Experienced with modern agile tooling: Git, JIRA, etc

Culture:

Team is there most of the time during business hours (no remote – but can work from home on bad weather days, etc

Very collaborative environment (engineers often discussing across teams how they are implementing things)

Team:

Manager leads the team & managing the project in conjunction with product management

Works directly with lead engineers (Manager is present at all meetings and ‘hands-on’)

New contractors will report directly to manager

Current size approx. 13

Internal Req Notes:

On the side notes for their database environment – Their data is stored in Redshift (Columnar Data Store)

Companies like Netflix or LinkedIn have a tremendous amount of publishers of data – no possible way to put it into a
relational Database w/o awkwardly scaling DB cluster

Change Healthcare™s publishers publish their data to Apache Kafka (analogous to messaging service)

Publish to Kafka messaging que – Distributed into S3 bucket – then put into Redshift database
