Senior Data Analyst and Lead Informatics Specialist

Contractor staff assigned to this scope of work must possess, at minimum, the following qualifications:

Eight years of experience in public health.
Master’s degree in public health, biostatistics, or equivalent degree in a health-related field.
Eight years of experience analyzing data and large datasets, including data analysis principles and concepts and combining sets.
Eight years of programming experience with statistical analysis software, ARC GIS software, Microsoft Access and SQL server.
Ten years of experience with Microsoft Suite including Word, Excel, Outlook and PowerPoint.
Eight years of experience in public health surveillance and surveillance system evaluation methodologies.
Five years of experience providing training and producing reports for stakeholders including state and local epidemiologists, medical providers and the public using disease related data.

CONTRACTOR RESPONSIBILITIES: SERVICE TASKS:

Contractor will perform the following tasks in the time and manner specified: Coordinate activities statewide for lead and other reportable diseases with a focus reporting and surveillance, including conducting statistical analyses of surveillance data to define and monitor the prevalence and geographic distribution of risk factors as directed by the Department.
Perform activities associated with lead and other reportable diseases including data analytics, monitoring data quality, performance measures, creating guidance materials as needed, providing training, and assisting with system development to collect and manage data as directed by the Department.
Review and streamline existing processes for collecting lead screening data, including identifying ways that the state’s reportable disease surveillance system, Merlin, can automate processing of blood lead level results as directed by the Department.
Review data in-depth to identify and address data quality issues, including proposing system solutions to ensure high data quality as directed by the Department.
Conduct statistical analyses of lead poisoning and lead screening data to define and monitor the prevalence and geographic distribution of risk for lead poisoning and identify populations where screening rates need to be improved as directed by the Department.
Revise data collection screens in Merlin to ensure we are capturing appropriate reportable disease risk factor data and that data entry is user-friendly as directed by the Department.
Develop quarterly statewide surveillance reports to be distributed to internal and external stakeholders that will include information on data quality, laboratory data, prevalent and incident cases and rates, and risk factors as directed by the Department.
Work with the Florida Environmental Public Health Tracking Program (EPHT) to identify geographic areas of high risk for lead exposure and high incidence of lead poisoning, as well as ensuring data are available for the public through EPHT web tools as directed by the Department.
Work with the Office of Children’s Medical Services (CMS) Plan and Specialty Programs, the responsible for Medical billing services in Florida, to implement efficient electronic data exchange and matching of Medicaid recipient eligibility data and blood lead testing data to ensure Medicaid-eligible children are being tested as required as directed by the Department.
Work with Florida Department of Health Refugee Health Program to review screening rates among refugee children and determine rates follow-up testing among refugees as directed by the Department.
Evaluate reports and analytic functions in Merlin to establish a robust set of analytic tools and processes are available to end users to ensure the data collected in the system (case, laboratory, and outbreak) can be rapidly analyzed. This includes evaluating and contributing to the development of a data warehouse or other changes to support interactive analytic functions as directed by the Department.
Support reportable disease report production, data collection and analytic during high priority response events as directed by the Department.
In collaboration with Division of Disease Control and Health Protection (DCHP) information technology teams; design, develop, and code based on business requirements for the DCHP as part of the overall strategic effort for integration and interoperability of its systems and software as directed by the Department.
The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentially document attached to the purchase order.
