Contract to Direct:
As a technical solutions architect and IT manager, direct the activities of a systems development team responsible for the integration of new technology and application systems into and/or with the existing system environments.

Education:
Possession of a bachelors degree with minimum of 21 semester, 32 term hours in computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, or mathematics. Equivalent combinations of education and experience that provide the required knowledge, skills and abilities will be evaluated on an individual basis.

Job Description:
In the capacity as a technical solutions architect and professional manager, direct the activities of a systems development group responsible for the integration of new technology and application systems into and/or with the existing Unemployment Insurance processing environments. Manage and coordinate data system analysis and development activities by scheduling work assignments, setting priorities and directing the work of systems specialists, and experienced and senior level programmer analysts. Assist development management in planning and coordinating division program development activities.
This position will be responsible for managing and providing leadership to the team in the Agency Services division supporting the department of Talent Economic Development (TED)/Talent Investment Agency (TIA) /Unemployment Insurance (UI) systems within the Department of Technology, Management and Budget. The team is primarily responsible for employing the State Unified Information Technology Environment (SUITE) for the analysis, development, testing, implementation and maintenance of IT systems while ensuring a high level of security for highly complex and customized computer software programs and their data. This manager is responsible for providing direction and control of functions and activities in the work area including establishing priorities and allocating staff. The position may facilitate the development of cross functional teams for the purposes of software product evaluations and ultimately recommendations and technical support to the Business Relationship Manager (BRM Represents the BRM at meetings and special interest groups assembled by supporting agencies for the development of software and hardware policies, procedures and standards.
Leads and manages the design, implementation and delivery of system and software architecture designs, strategies and quality assurance plans.
Design, prototype, develop and implement to achieve business results for the client.
Experienced expert able to lead and deliver solutions using object-oriented, service-oriented architecture, and n-tier architectures.
Adopt, develop, and execute a robust software development lifecycle, using industry best practices. Follows both the State and industry best practices for software engineering.
Leads in the development of long term technology strategy and planning for the entire organization Leveraging existing and acquiring new resources.
Leads and actively participates on project teams, clarifying business needs and requirements, performing analysis, design, development, integration, and maintenance of systems across the enterprise.
Willing and able to engage with other internal organizations to maximize delivery capabilities and provide value to clients.
Participates and leads the development of delivery approach, and labor and cost estimates.
Manage projects or tasks using the State and industry project delivery methodologies and best practices. Relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.
