PWA Server 2013, SharePoint, MS Project • SQL Server and SQL Development
XML, ASP.net, Visual Studio. PowerShell, C#, JavaScript, PHP and other scripting languages. • Excellent Verbal and written communication skills and ability to translate technical information into non-technical language.
Proficiency with PDF reporting creation from MS Office and SharePoint tools • Excellent requirement elicitation, report creation, troubleshooting analytical and design solution skills.



SUMMARY OF THE FUNCTION/ROLE

SAMPLE: The IT Strategy & Program Management Office is seeking two temporary consultants to perform business and system analysis; develop specifications and documentation in compliance with MTA standards and procedures, and assist in testing systems to deliver technology solutions to MTA business users.

RESPONSIBILITIES
a. Examine existing state of the Program Management Office (PWA) Project Web Access (PWA) tool as left by previous consultant and advice, design and execute the completion of the automation process for creation and publishing of Monthly Status Reporting, default site features, etc. Examine viable alternative solutions for providing professionally formatted reports outside of PWA (using PWA Reporting database) if MTA IT SharePoint Admins restrictions do not permit report PDF creation within PWA.
b. Complete operational SSRS reporting left pending.
c. Document existing PMO PWA customized coding, configuration and processes for SSRS Dashboard, Monthly Status Report process, operational reporting and, Default Sites.
d. Support the day to day troubleshooting, questions, guidance and updated needs of the PMO staff and maintenance of the PMO PWA tools until the Service Now PPM tool implementation.
e. Support the PMO PWA transition to Service Now (Data Transfers, process analysis and documentation


RISKS (required by MTA Risk Management)
Describe the type of work consultant will be performing on MTA premises (eg, lifting, driving, construction or desk work only) and duration on premises
whether any work will be performed within 50 feet of track right-of-way (yes or no)
Whether the work may involve areas with environmental risks (lead, asbestos) substantial or minimal (yes or no

DELIVERABLES & DUE DATES
1. Complete analysis of existing state of PMO PWA with full documentation of existing processes and applications – One month after start date.
2. Plan and alternatives for the completion of automation for PWA Reporting process and Default site feature creation ( full design and peer review prior to execution) – 45 days after start date.
3. Completion of execution of existing and new bug fixes and execution of automation of existing process with full documentation updates – December 2017.
4. Ongoing support of PMO team SharePoint/PWA needs– ongoing until the end of the contract.
5. Support of transition to Service Now PPM – ongoing until the end of the contract.
6. Test Plan, Test Defects Log and Results, Requirements, Design Specifications, Release Notes to be provided as required for implementation of requests. – Ongoing until the end of the contract.


All source files will be provided as requested fully documented to the MTA.


QUALIFICATIONS EXPERIENCE & EDUCATION
Candidates must possess a minimum of 5 years of Administration in MS Project Server including hands on knowledge of MS Project Server 2013.
Proficiency with Microsoft Project Professional /Server 2010 and higher.
SharePoint 2013 working knowledge of interface/configuration regarding external data sources.
Expert knowledge in SQL Server and SQL development.
Experience with MS Project BI solutions.
Minimum 3 years of System Integration experience with MS Project Server.
Experience with XML, ASP.net, Visual Studio. PowerShell, C#, JavaScript, PHP and other scripting languages.
excellent verbal and written communication and presentation skills. Ability to translate technical ideas and documentation for a non-technical audience.
Work effectively with business and technical people at all level in the organization.
Familiarity of IT Systems Development Lifecycle methodologies and project management methodologies.
Proficiency with Microsoft Office (Word, Excel, PowerPoint); Knowledge of Microsoft Windows 7 and Office 2010 and higher.
Hand-on experience in Microsoft Excel Advanced Functions/Commands, e.g. Pivot, Vlookup, Macro, etc.
Proficiency with Adobe Acrobat and PDF report creation/conversion.
Strong problem solving skills.
Ability to independently set priorities and meet deadlines in a fast paced environment; a self-starter
Ability to work independently
Ability to multitask, adept to the nature of a proof of concept and pilot requirements.
Knowledge of Third-Party tools to support Microsoft Project Server solutions.
Previous experience of configuring workflows, custom web parts, creation of dashboards and resource allocation using MS Project Server 2013 and SharePoint 2013 is preferred.
