Maine Revenue Services uses the MERITS computer system to collect tax debts owed to the State of Maine by delinquent taxpayers. There are several improvements to MERITS computer system that will improve the collection processing. There efforts include programming to develop better phone numbers and address, work list to identify debtors, programming to identify assets, online changes to improve collector efficiency, and improvements to lien processing.
The work is currently being performed by a contract service that terminates Dec 31st, 2017. It the work is not continued there will be a loss of revenue.

Analyze Business Processes - 10%
Review Requirements - 10%
Technical Design and Documentation - 20%
Java Coding - 50%
Unit Testing - 10%
Preferred:
Java (Adv) - 5 years
Eclipse (Adv) - 5 years
Oracle (Adv) - 5 years
Business Requirements / Test Plans (Intermediate) – 5 years
