Position: Senior JAVA Application Developers (4)

Location: Santa Fe, New Mexico

Duration: 2-3 years

NOTE: Copy of H1B and driving License is required for submission.

The purpose of this agreement is to support HSD efforts to replace the NM Medicaid Management Information System, implement the HHS2020 services model, and reduce costs related to acquisition of technical resources to develop its technical support services to meet the strategic direction of the Department. Services from this contract will support HSD services to develop and enhance agency portal and affiliated access technologies


Work closely with IT team members to understand stakeholder requirements that drive the analysis and design of the applications aligned with mission and business.
Responsible for design and implementation of application build, release, deployment, configuration, and testability activities.
Includes performing such tasks as coding, testing, debugging, and documenting programs.
Other responsibilities include implementation and testing functions for all the applications related to HSD web portals to include working with internal business partners to gather requirements, prototyping, architecting, implementing/updating solutions, building and executing test plans, performing quality reviews, managing operations, and triaging and fixing operational issues.
This individual will also work under the direction of senior developers in building large-scale, mission critical, enterprise web applications to make significant contributions HSD goals and mission.

Experience Required

Experience in Medicaid Management Information System implementation
These individuals must have senior level experience working with agile software development processes with rapid iteration cycles (2-weeks
Candidates should be experienced with key development practices inherent to effective agile development and continuous integration.
Candidates will work on-site with the software development team.
Must be available and adhere to team work schedules.
Candidates will employ industry best practices to technology project management.
They should also be proficient in the general tools used in the Department: Office 365, SharePoint Online, Microsoft Project 2016/PWA, and VISIO.
A Bachelor’s Degree in computer science, information systems or related field OR four (4) years of directly relevant experience, any combination of education from an accredited college or university and relevant professional experience in a related field totaling four (4) years may substitute for the required education and experience.
Qualified Personnel should also possess any necessary professional certification(s) in their relevant field.

Technical Skills Required

System Architecture, Design, and Implementation Services

Contractor will provide complete development and support of the portal applications created, maintained, and owned by the agency.
Contractor will support the design, creation, testing and documenting of new and amended portal services applications from supplied specifications in accordance with agency standards.
Contractor will provide Application Development services
Contractor will evaluate and provide recommendations on architecture, design, and implementation of agency portal applications and services.
Contractor will advise technical staff and management of any technical options to improve ongoing development of web portal services.
Contractor will coordinate its services with all stakeholders including Business Analysts, Quality Assurance Testing (QAT) analysts, User Acceptance Testing (UAT) analysts, and business owners to ensure that all goals are achieved.

Onsite System Services
Contractor will participate as a member of the development team in daily scrums, code review, design sessions, and weekly summary meetings.
Contractor will develop or enhance Java classes using the Spring MVC Framework and associated Spring modules in accordance with agency requirements.
Contractor will develop code using IntelliJ IDE or other tools determined by the agency.
Contractor will develop rich and dynamic front end components using JSP, JSTL, HTML5, CSS3, and JQuery tools or other tools determined by the agency.
Contractor will use Junit, XRay, and other automation frameworks to develop unit tests for each class to ensure that agency required code coverage is achieved.
Contractor will provide monthly status reports to HSD describing all tasks, activities completed for the reporting period for HSD review and acceptance.

Documentation and Reports
Contractor will document the work provided in a fashion to enable knowledge transfer at the end of this contract.
Contractor will document all work tasks in agency systems (such as Atlassian JIRA or other agile tools
Contractor will advise HSD development team as it performs code reviews at each Sprint and share work information or knowledge transfer in that forum.
Contractor will support the documentation of code as developed and modified and submit for acceptance and approval to the Application Development manager.
Contractor will coordinate with other application support staff to contribute coding and design work to all modules during Sprint cycles.
