State of Maryland – Washington Suburban Sanitary Commission (WSSC)

WSSC IT has an immediate need for Senior Business System Analyst to assist the IT Creativity Analyst in the redesign of WSSC’s external website, wsscwater.com.

The candidate will formulate and define the website redesign scope and objectives, based on both WSSC customer needs and a good understanding of customer facing websites and industry requirements. In addition, the candidate will serve as the main interface between WSSC’s Communications department and IT in order to provide real time analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications for the redesign through all phases of systems analysis while considering the business implications of the redesign.

The Senior Business System Analyst will be responsible for the preparation, review and revision of technical documents for the project and should have good interpersonal skills, a background in communications, technical writing, vendor management and experience with project management. Tasks may include technical writing/ editing, project management, presentation, contract administration and overall decision making.

Responsibilities:
Working with management, technical personnel, and subject matter experts to create master project schedule, content guidelines, specifications, and development milestones.
Preparing required documentation in the appropriate format. Analyzing the data and user requirements to ensure that documentation is clear, concise, and valid.
Writing, in clear and concise language, such technical documents as procedure manuals, service manuals, standard operating procedures (SOPs) and related technical publications.
Conducting meetings that interface between IT, Communications and other stakeholders.
Developing and updating user documentation including quick reference guides and troubleshooting procedures.
Coordinating scheduling and production of all supporting technical material and manuals.
Developing an understanding of the requirements for the features being developed, including target audience.
Collaborating with redesign vendor(s) to ensure accuracy of website development.
Attending and participating in work sessions involving customer requirements, functional design and testing.
Participating in special projects as required.

Required Skills, Experience and Education:
Bachelor''s degree in mass communications, information systems, or related field preferred.
6+ years of business analysis experience.
Experience working with the interface of information technology with functional groups within an organization.
Experience in the complete SDLC from project inception through operational support.
Well-versed in meeting with users to gather requirements, documenting these requirements and serving as liaison between user and IT community.
Able to accommodate shifting priorities, demands, and timelines.
Reacts to project adjustments and alterations promptly and efficiently.
Flexible during times of change.
Analytical and problem-solving abilities.
Able to read communication styles of team members and contractors who come from a broad spectrum of disciplines.
