BS/BA in Computer Science, Information Technology, Business Administration or a related field is required
8+ years experience in business analysis
8+ years of Business process analysis experience
End user training experience required
Experience and understanding of SAP tables and workflows for enhancements that require .NET to SAP interface
Experience in maintaining SharePoint sites
Experience using SQL Server T-SQL to create queries on the SQL database tables and investigate missing and duplicate records and user errors

A. GENERAL
The Single Plan for Student Achievement (SPSA) is a written plan developed by the
school community describing the school39;s program and how resources will be used
to meet the supplemental educational and related needs of participating students.
California Education Code 9 (EC) Section 64001 requires that a School Site Council
(SSC) develop the SPSA. The SSC must approve the plan, recommend it to the local
governing board for approval, monitor its implementation, and evaluate the
effectiveness of the planned activities at least annually. Based on the SPSA
evaluation and the comprehensive needs assessment, the SPSA must be updated to
include any major changes.
The purpose of the Single Plan for Student Achievement (SPSA) is: (1) to create a
cycle of continuous improvement of student performance, (2) to raise the academic
performance of all students to the level of state achievement standards, and (3) to
ensure that all students succeed in reaching academic standards set by the State
Board of Education. The SPSA must integrate the purposes and requirements of all
categorical programs in which the school participates.
Accordingly, the plan must be consistent with the federally required Local
Educational Agency (LEA) plan and identify how state and federal requirements
will be implemented. The SPSA also consolidates all plans required for programs
funded through the Consolidated Application and Reporting System in which the
school participates.
Federal and State Education Programs has determined that Title I schools within
the District would substantially benefit from the availability of an online SPSA
template. One of the goals of the SPSA is to establish an ongoing system to create a
cycle of continuous improvement of student performance. The creation of an online
template will increase efficiency, ease of use and accessibility to the SPSA, and
create a more effective tool to raise academic achievement for at-risk students.
Designated individuals at school sites, Educational Service Centers, and District
Central Offices will be trained by the Contractor in the use of the online template
and related web-based functionalities.
The purpose of this agreement is to establish an initial one-year contract with a
District-approved Contractor to provide the aforementioned services.
Approximately 700 Title I schools will participate in the online process each year.
 
B. REQUIREMENTS
¿ The Single Plan for Student Achievement (SPSA) is a written plan developed by the
school community describing the school39;s program and how resources will be used
to meet the BS/BA in Computer Science, Information Technology, Business
Administration or a related field is required.
¿ 5+ years of professional level experience in IT business analysis
¿ 5+ years of experience in writing and designing workflow, application design,
and/or writing business requirements or processes.
¿ Strong organizational and process analysis skills
¿ Ability to effectively work and interact with customers and team members
¿ Ability to effectively manage multiple assignments and priorities
¿ Ability to effectively communicate both orally and in writing
¿ Familiarity with Microsoft SQL Server, Oracle Database, Visio, Project, Team
Foundation Server, PowerPoint, and other Microsoft Office tools desirable
 
C. DELIVERABLES
1) Collect functional business requirements using interviews, document
analysis, business process descriptions, use cases, task, and workflow
analysis.
2) Provide and distribute meeting minutes.
3) Create and manage work orders for enhancements, bug fixes, incident
change requests, budget allocations in the Our Client.
4) Schedule weekly team meetings to discuss new requests.
5) Work with Federal and State Education Programs (FSEP) on Title l
purchases for Budget Development and Budget Modification cost and
enhancements.
6) Conduct user testing on release items and creating testing scripts.
7) Create training material and provide end user training to large user
groups using PowerPoint slideshows and other multimedia tools.
8) Use SQL Server T-SQL to create queries on the SQL database tables and
investigate missing and duplicate records and user errors.
9) Maintain SharePoint site of Local District Reviewers, e.g., Title l
Coordinators, EL Coordinators, PACE Administrators and MMED, Parent
& Community Services and FSEP personnel, Meeting Minutes, Budget
Allocations history, etc.
10) Create database to upload and maintain Estimated Rate Sheets from Excel
for cost by budget item and add additional required Our Client fields.
11) Understanding of SAP tables and workflows for enhancements that
require .NET to SAP interface.
12) Reconcile budget differences between Single Plan for Student
achievement system and SAP in the Exception Reports and provide
reconciliation entries to FSEP.
13) Provide end user supports and training to the field by researching SPSA
application errors, both system, and user.
14) Job requires understanding of budgeting process, experience supporting
.NET applications, Accounting/Finance experience needed for
reconciliations in Exception reports, Excel, MS Project, Visio, SharePoint,
Our Client, MS Access, PowerPoint, T-SQL, and PL/SQL skills.
