Technical Business Analyst positions will be procured, directed, and managed by the Office of the CIO within the Department of Management Services and will serve the Department in the system implementation for the Statewide Travel Management System.
The Technical Business Analyst is responsible for analysis and business solution definition, data analysis of existing information systems and mapping of data to newer business solutions, technical recommendation and testing, and project execution in support of the Statewide Travel Management System technical initiatives and strategies.

Preference will be given to candidates who have strength in the following areas:
Experience in analysis and compilation of diverse sets of information from diverse sources (e.g. software applications, hard copy, electronic files) into structured and documented information solutions mapped to newly formed business requirements.
Experience in serving in business process design and data analyst roles for implementing enterprise level COTS systems of large scale;
Specific experience with Salesforce development and application support is strongly preferred.

Position Overview:
This position is responsible for analysis and business solution definition, technical recommendation and testing, and project execution in support of the organization’s technical initiatives and strategies.

Key Areas of Responsibility:
Analysis and Solution Definition:
Elicits requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, as well as task and workflow analysis.
Serves as the liaison between the customer community (internal and external customers) and the vendor’s implementation and development team.
Critically evaluates information gathered from multiple sources, reconciles conflicts effectively, transforms high-level information into details, abstracts up from low-level information to a general understanding, and distinguishes user requests from the underlying true needs.
Develops requirements and specifications according to standard templates, using natural language.
Identifies the implementation team’s strengths and weaknesses and suggests areas of improvement.
Proactively communicates and collaborates with external and internal customers to analyze information needs and functional requirements and provides the following documentation deliverables as needed: Functional requirements, Business Requirements, Use Cases, Test Cases, and Interface designs.
Evaluates underlying assumptions for the implementation plan and challenges the vendor and agency business units on their assumptions of how they will successfully execute their plans.
Collaborates with solution designers, developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.
Provides input for project planning to accomplish a projects goals within constraints such as time, cost and agreed quality standards

Project Execution:
Successfully engages in multiple initiatives simultaneously.
Works independently with users to define concepts.
Completes tasks as required by project deadlines and schedules.
Communicates and applies project standards.
Manages resources in accordance with project schedule.
Ensures requirements, functionality and resource allocations meet project deliverables based on the nature and scope of the project.

Technical Recommendation and Testing:
Leads testing efforts.
Ensures issues are identified, tracked, reported on and resolved in a timely manner.
Works with client personnel to identify required changes. Communicates needed changes to development team.

Training and Documentation:
Assist with development of training materials
Train users in use of Statewide Travel Management System.
Ensures issues are identified, tracked, reported on and resolved in a timely manner.
Works with state agency personnel to identify training gaps.
Document system operational workflows.

Qualifications and Experience:
College diploma or university degree in business, commerce or information technology with Business Analysis Certification with at least five (5) years of experience, or the equivalent in education and experience. Experience in operations/process engineering development and maintenance.
