Description: The Washington Metropolitan Area Transit Authority''s (WMATA) Department of Information Technology (IT) is issuing this Request for Quote (RFQ) for Quality Assurance
Analyst –Senior

Deliverables:
The WMATA Quality Management team is looking for three (3) experienced IT Quality Assurance (QA) Leads that bring a combination of technical and business expertise necessary for standardizing and implementing common standards, procedures, and tools for testing of WMATA IT systems.
The IT QA resources must lead and also be hands-on in developing and establishing a uniform model for testing WMATA systems.
They must be able to effectively balance process, people and results and help drive software testing and validation alignment for one or more programs within the organization.
Knowledge on all aspects of Software Development Life Cycle (SDLC) such as Analysis, Planning, Architecture, Design, Development, Testing, Implementation and Postproduction analysis of the projects
Experience in development, deployment and enforcement of QA procedures and standards in software testing
A lead who has facilitated the planning and execution of software quality management plans including reporting and issue escalation
Experience in a wide variety of testing efforts using industry techniques and tools;
Experience leading a Software QA team with experience managing functional, integration, load, stress and performance testing efforts of complex systems in a manual and/or automated testing environment
Assign task to Testing Team members and ensure that all of them are optimally tasked for meeting QA deliverables on time and on budget
Experience working closely with software development team to define testing methodology and processes.
Experience estimating and obtaining management support for the time, resources and budget required to perform the testing
Experience defining, communicating, and implementing QA best practices
Expert in the use of Rational products - Jazz (RTC, RQM and RRC) for supporting QA activities and deliverables
Experience using different testing tools (manual and automation)
Develop test criteria, test plans and conduct application testing with expert level experience in designing, implementing and documenting test plans and test cases Develop the test plan for thetasks, dependencies and participants required to mitigate the risks to system quality and obtain stakeholder support for this plan
Define test criteria and test datarequirements
Identify, analyze and document IT hardware/software defects, questionable functions, errors, and inconsistencies and deviations from standards and suggest options to conform to standards, individually and in a team environment
Identify, research, report and close defects and analyze unresolved issues
Review the work of team members during project test planning and execution phases ensuring deliverables are accurately created, and processes and procedures are adhered to
Identify and support activities for acquiring the hardware and software requirements needed for establishing the test bed/environment
Document, implement, monitor, and enforce all processes for testing as per standards defined by the organization
Review/Audit system and business test plans and resultsensure content and structure of all testing documents/artifacts is documented and maintained.

Able to support multiple projects concurrently
Experience working in an Agile environment and working with related tools and methodologies
Participate as project team member to recommend, develop and implement improvements to existing SDLC and testing processes and standards related to quality management methodologies
Collaborate with Business and Development teams to ensure established procedures, standards and processes are utilized consistently throughout the
development/testing lifecycle
Work on all project phases including fit/gap, configuration, and testing Seek ways to improve the process of testing solutions, sharing knowledge to continually improve overall implementation methodology
Recommend process improvements for validity of results, accuracy, reliability and conformance to establishment standards Ability to scope, plan and schedule activities related to software quality assurance, testing and configuration management
Experience and expertise in Senior Management Consulting in a QA environment
Experience with Transportation industry to develop quality metrics and measures based on established SDLC standards and framework.
