Job Description:
This position is a project manager role focusing on managing testing activity for a 3-state consortium model that is deploying a Department of Labor Unemployment Application in a cloud based environment. Currently the state has an unemployment benefits component deployed as of December 6th 2017. This position will have oversight of hot fix and deferred functionality testing prior to deployment in the existing Benefits system. They will also be responsible for the testing of the Employer Tax system which is slated to deploy in the summer of 2018.
This position reports to the Senior Project Manager of this project.

Requirements for Testing PM:
1. Meet all requirements for PM3 listed as attached
a. This position will also manage a Business Analyst position
b. Must be able to get work done through influence with other project team members and vendors both on-site and off-site
2. Experienced in managing software testing programs including oversight of writing test plans, managing UAT teams, tracking defects and change requests in SDLC applications such as Jira or IBM Jazz
3. Experience in managing test teams – providing QA for quality of testing
a. Also needs strong interpersonal communications skills in managing test teams comprised of department employees
b. Should be able to communicate directly – preferably in person but also by video and phone with offsite vendor teams.
4. Ability to produce meaningful documentation showing project activity and progress against goals – provide project metrics to Project team and Business Sponsor
5. Capable of analysis of defects and root cause analysis
a. Must be a hands-on problem solver
b. Must be confident in own skills and offer feedback and suggestions as part of a strong, fast paced team.
6. Ability to manage fast paced level of activities including testing of hot fixes, planning future releases for existing application components, and assisting in implementation planning for new application components.
7. State Department of Labor experience with unemployment systems preferred – must be able to learn new systems quickly
8. Must be onsite 5 days a week and work the schedule most test teams work but also with some flexibility for longer days or weekend work during deployments

1. The MRM Consortium Project (aka ReEmployMe)is moving to phase 2 for development of UI Tax applications while continuing development and support of the UI Benefits phase 1. This requires that a different approach to testing, defect management, and UAT be taken with an experienced Project Manager and BA managing the work activity. This position will be responsible for managing testing, tracking defects, and prioritizing two UAT test teams.
2. UI application is a mandated process by Maine statues.
3. If testing and defect management not performed well, the deployment of tax phase and deployment of critical deferred benefit functions may not meet project timelines for August of 2018. The agency would then experience additional unfunded costs and risk failure of meeting Federal and State mandated performance standards.
There are no available Maine employees that can fill this role.
i. Need PM on board by January 15th or sooner
ii. The project continues to develop and release benefits functionality - test management is being filled on a temporary basis - January 3rd kicks off the parallel development and testing functions for the Tax phase of the project.
iii. Impact of delaying this role could lead to significant delays in delivery of the application including impacts on unemployment claimants, employers, and cost increases to the project that have no funding stream.
