The Quality Assurance Lead is essential to PSJSP Information Sharing Environment (ISE) project implementation to ensure the environments and data exchanges meet the County quality standards.
The ISE project needs to ensure a framework is put in place to handle regression testing, minimize software development defect costs, reduce risk and exposure to unexpected down time from software defects, provide a reliable and stable software product through quality assurance best practices. Without this resource the PSJSP program’s ISE project is at risk of being high reliable, resilient properly tested application.

The selected candidate must perform the duties with utmost professionalism and adhere to the requirements identified by the Requesting Manager. As part of this engagement, the Requesting Manager will monitor the candidate during the performance period in the following areas:
Quality of product and service
Timeliness of performance
Depth of knowledge
Interpersonal and communication skills
Project management skills
Management and supervision of other contract resources
Experience, qualifications, and ability to meet the needs of this engagement
Quality Assurance Lead Job Description:
1. Skills Requirement:
a. Quality Management Software and Testing Processes
b. Fundamentals of integration, application and process testing
c. Ability to apply the correct quality assurance and testing process during the SDLC (Software Development Life Cycle)
d. Ability to write Microsoft SQL queries for validating testing results
e. Business process understanding

2. Experience Requirement:
a. Familiarity working with an AGILE task management and testing approach
b. Must have experience testing in an environment with SQL Server Databases, VMWare, and MS Visual Studio and Team Foundation Server
c. Experience in understanding DBMS and Data Modeling practices
d. Ability to use one or more scripting/programming languages to automate testing tasks
e. Strong oral and written communication skills
f. Technical writing experience a plus
g. Strong analytical and quantitative skills
h. Self-Motivated and can effectively multi-task
i. Testing in Software AG Web methods Environment experience a plus
3. Education Requirement:
Bachelor’s degree in Computer Science, Information Systems or other related field plus seven years of relevant quality assurance experience and programming experience

4. Responsibilities:
a. Formulate and develops effective test architecture
b. Leads teams to support testing strategies and activities
c. Creates test plans
d. Spearheads design/development/usage of testing frameworks and technologies
e. Develop, create, modify, and execute test cases
f. Identify and report defects, tracking and retesting through closure and release
g. Assist in the use of automated testing tools to ensure the logic supporting the development efforts meet specified performance guidelines and service level metrics
h. Analyze business requirements and use cases to create system test plans, then create manual test plans to verify software development against the application requirements
i. Responsible for the highest quality of our product before it reaches our customers
j. Responsible for creating and executing system test plans for application development efforts per defined application requirements
k. Identify and track software defects, coordinates re-testing with the project team and documents the conditions and results of testing
l. Assist development teams in capturing system requirements and specifications for documentation and suggesting refinements to system documentation
m. Performs other related duties as required
