I. SUMMARY OF THE FUNCTION/ROLE
This position provides support and oversight for the MTA IT Finance divisionwithin the areas of Procurement Coordination, Planning and Management, supplierfinancial Controls, supplier planning, including but not limited to: Financialplanning, variance reporting, forecasting procurement requirements for newpurchases, contract administration and analysis, and vendor payments. Effectively using financial systems to manage and support IT procurementtransactions. The major expected results are the efficient and proactiveplanning of contracts and purchase orders.
II. MAJOR RESPONSIBILITIES/ACCOUNTABILITIES

Establish supplier vendor list with terms and purchase category for IT
Leverage existing financial systems, prepare queries, report, and analysis, and develop systems and enhancements as needed
Align contracts and POs terms and forecast with the Budget Forecast
Support standardization of best practices
Support business reviews and gathering of the user requirements
Track status of over 800 active IT contracts to ensure renewals are processed without a break in service, ensuring system accuracy and
Review, recommend, coordinate, monitor, and control all purchase categories reqs
Coordinate vendor payments, including the distribution of invoices and physical receipting in PeopleSoft
Develop procurement short- and long-term strategies to ensure no lapse in contracts or POs., and that terms are updated and current and are in place for planned requirements as well as emergency needs
Prepare mid-year and year-end look-ahead procurement forecasts, monitor spending, and secure contractual terms
Develop contract database of all suppliers, investigate and interpret the nature of purchase


III. QUALIFICATIONS

Experienceand Education Requirements

Bachelor’s degree inBusiness Administration, Finance, Public Administration or equivalent degree or7 years of progressively responsible experience in Budget, Procurement, orHuman Resources.
Outstanding organizational andquantitative skills as well as experience managing and resolving complexresource allocation problems
Ability to perform high-volume workaccurately and independently
Ability to gather businessrequirements and outline business needs
Ability to understand and interpret contracts
Ability to perform financialanalysis using various financial systems
Excellent interpersonal skills tosuccessfully obtain cooperation and engagement from employees who do notdirectly report to this position
Excellent written and oralcommunications skills and ability to creatively propose action plans to addressurgent business requirements
Strong skills with MSOffice Suite and the ability to learn new software quickly

DesiredKnowledge, Skills and Abilities

Basic knowledge ofPeopleSoft Finance Modules
Knowledge of MTA and Agencyoperations and related budget, procurement, and HR practices
Basic knowledge of IThardware, software and applications from the perspective of business managementissues (budget, procurement, vendor relations)
