Mandatory Qualifications-
A minimum of experience:
1. 5 years of experience providing diverse technical and management services to government agencies.
2. 7 years of broad, extensive, and increasingly responsible project management (PM) experience applying PM principles, methods, techniques, and tools.
3. 4 of the years must have been as a senior PM successfully managing one or more large* or complex information technology (IT) projects.
4. 5 years team building, knowledge transfer, and/or mentoring.
5. 5 years of experience leading and facilitating team meetings.
6. 2 years schedule management and Microsoft (MS) Project.
7. 2 years of risk management.
8. 2 years of business process review and gap analysis.
9. 2 years consulting experience for a project worth at least $10,000,000.

Desirable Qualifications-

9. Over 5 years of Project Management Professional (PMP) certification issued by the Project Management Institute (PMI
10. A minimum of 2 years prior specific experience performing in a Technical Lead or Project Manager role.
Education-
Post graduate degree from an accredited university.
Bachelor’s degree from an accredited university.

Other Tasks-
1) Project Integration Management- Developing the Project Management Artifacts such as, but not limited to, the project charter, creating project management plans and plan updates, and project reporting throughout the project lifecycle. Consultant shall follow the Project Management Body of Knowledge (PMBOK) and project management methodology guidelines.
2) Project Implementation and Kick-off Related Workload – Conducting Kick-off Meeting preparations, preparing content for kick-off presentation, preparing for the presentation, and composing handouts.
3) Project Scope and Change Management – Validating and controlling scope, performing integrated change control, and conducting change configuration tasks.
4) Project Risk Management - Identifying and mitigating risks, managing risk response planning, assisting in the creation of automated tools for the managing and resolution of issues and action items created by the team to avoid escalation to the Project Lead, conducting meetings as needed to ensure any show stoppers are resolved expeditiously, and preparing Corrective Action Plans to include suggestions on how to mitigate risks.
5) Project Communication and Stakeholder Management – Facilitating weekly status meetings with the Project Team and technical staff, documenting action items, conducting stakeholder management and communication, keeping key stakeholders apprised and equipped with the most up-to-date tools and information related to the most important project priorities, performing and controlling Project Team Communications, and utilizing Microsoft SharePoint to present key information to the Management Team.
6) Project Schedule Management – Developing a Project Delivery Schedule, Estimating Activity Resources, defining the Sequence of Activities, creation and control of the schedule, establishing standards for maintaining and reporting information regarding the schedule, maintaining the current MS Project structure, and providing leadership in the establishment of useful reporting that is usable and easy to understand by management.
7) Project Resource and Workload Control - Directing and managing project work, estimating activity resources, and managing the Project Team.
8) Project Quality Assurance and Testing Management – Planning quality management, performing quality assurance and control quality throughout the project, providing leadership to ensure quality results, and generating metrics, reports, trending through tools such as pivot tables and graphs to aid in understanding problem or defect areas, and identifying areas that need attention. Consultant will organize and facilitate Incident/Defect meetings to identify problem areas and coordinate developer/tester activities in a productive manner.
9) Perform Business and Gap Analysis – Assessing the current methodology, developing the target methodology, completing the gap analysis, and monitoring effectiveness.
10) Transition, Training and Knowledge Transfer– Assisting with the transition of the existing project management infrastructure to the maintenance and operations (M&O) infrastructure, providing leadership in the transition of work from the Contractor to the staff, training staff to take over services, and conducting lessons-learned meetings.
