Job Description:

The office of COO requires a project management function requiring highly experienced IT Project Managers.

These project managers are responsible for the planning, execution and delivery of ITS Enterprise Projects and Operations projects. They maintain and actively manage the project schedule, budget, spending plans and scope.

The enterprise network remediation and consolidation efforts with along with a growing number of agency specific projects to be added to the portfolio requires expert project management. At this time the COO has several Programs and projects that need IT Project Managers:

1. Modeling cost estimates for network infrastructure projects
2. Development of cost estimation tools to be used by state teams
3. Agency IP Transformation
4. OMH Network upgrade with EMR and VoIP
5. DMV Network Upgrade
6. Parks Network Upgrade
7. State Police Network Upgrade
8. DOT Network Upgrade

In addition, there are several initiatives identified that require preliminary scoping to begin the Business Case Development, ROM (Rough Order Magnitude) Budgets and ITIR (IT Investment Request) process.]

Skills:

1. 84 months of experience in managing multiple large, complex IT projects, defined primarily as those with the following characteristics: budget over $500,000, duration over 12 months, multiple funding sources including federal and grant funding, management of third party vendors, management of external stakeholders, multi-level project team organization, and deployment to geographically diverse end users. #of months
2. 84 months of experience in engaging in project communication, which includes leading regularly scheduled project team meetings, preparing meeting summaries, facilitating meetings to resolve project issues, preparing clear and concise status reports, presenting project status briefings to IT leadership, and presenting project status briefings to project steering committees and/or agency executive management. #of months
3. 84 months of experience in developing and maintaining schedules in Microsoft Project. #of months
4. 48 months of experience in managing projects using a Project Management Body of Knowledge (PMBOK) based project management methodology, containing well defined and documented processes, templates, and guidelines for all project phases, the adherence to which is required and managed by a formal Project Management Office. #of months
5. 48 months of experience in managing projects for state government agencies. #of months
6. 84 months of experience in projects involving telecommunication systems management #of months
7. 84 months experience assisting organizations with Strategic Planning and/or Organizational Change Management #of months
8. Bachelor’s degree. #of months
9. Project Management Professional Certification #of months
10. Certified SCRUM Master (CSM) #of months
