Responsible for the coordination and completion of projects. Oversees all aspects of projects. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of project. Prepares reports for upper management regarding status of project. May require a bachelor''s degree and seven or more years of experience in the field or in a related area. Familiar with a variety of the field''s concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks.


The client is looking for a consultant to validate cost and schedule estimates for the Integrated Eligibility and Medical Eligibility (IE&ME) Project. The design phase of the project has been completed and the PMO has drafted schedule and cost estimates.

The consultant chosen will work with the client to assist in the independent re-validation of all project and schedule estimates, to assure that those estimates provided to date by the ONE IE & ME Project state staff and the system integration vendor are valid. The consultant chosen will provide evidence that the re-validated estimates are based upon a well-defined estimating methodology and associated estimating assumptions.

The consultant will validate the “level of effort” required for each activity estimated by the system integration vendor. The consultant will produce a report that includes a description and analysis of the vendor estimation methodology, as well as an analysis of which estimates are deemed to be appropriate, and which ones have questions or concerns.

Proposed candidates must have senior level project management experience with large IT projects, with expertise in schedule and cost estimation methodologies for IT and software development projects.

IE&ME Project Summary


Client’s system is called Oregon Eligibility (ONE The ONE IE&ME Project will upgrade the ONE system and integrate eligibility determinations for additional programs.

The Project represents a significant undertaking for the Agency, with a total cost expected to exceed $200M and more than 200 team members and stakeholders involved.

Project PMO Overview and Background

The Project has a fully functional PMO, with established methodologies, templates and procedures.
The Project Management team is comprised of state employees, including an Agency Independent Project Director, a PMO manager, and additional project managers overseeing several sub-projects
