Position: Project Manager II

Location: Dover, DE

Primary duties and responsibilities include:

Develops and ensures application of project/program management guidelines/policies and guidelines for all Project Managers

Responsible for significant, Institute-wide projects, typically with large budgets and sizeable staff, focused on meeting
project commitments, including communications with sponsors, stakeholders etc.;

Leads the design, testing, planning, and implementation of complex projects for systems that typically affect many

Provide expertise and consulting to project managers in the process of project management and in the softer skills of
team dynamics, team building and group motivation.

Demonstrates superior inter-personal skills, conflict resolution, and negotiating skills. Ability to lead and work across
functions and departments for project evaluation and reviews

Excellent oral and written communication skills, plus the ability to communicate with a wide range of people.

Develops and ensures application of project/program management guidelines/policies and guidelines for all Project

Increases the capability of the organization through good practices and a central point of contact for project

Supports project work by equipping the organization with methodologies, standards, processes and tools to enable
project managers to better deliver projects.

Represents BIS organization for all projects and serves as an escalation point for issues, risks, stakeholder
expectation alignment, business case, resources, finances and project performance

Manages and monitors project budgets against plan and provides budget / financial updates

Conduct ongoing portfolio reviews to ensure project priority list is current and relevant

Develop the resource and capacity planning (develop Effort Estimation models) process by collecting and maintaining
data in a consistent form for BIS projects

Provide regular reports to all stakeholders on portfolio and project performance. Works with BIS Leadership Team to
drive process and metrics improvements

A self-starter, confident in his/her abilities, self-motivated and able to work effectively with limited supervision

Creative and flexible in attitude and style to adapt to new situations in a rapidly changing, dynamic environment.

Requires……a total commitment to clienr’s Mission, Vision and Values and:

Minimum of 6 years of experience in project management, with a record of successful delivery of IT solutions as an
individual/team leader and technical contributor.

Bachelor’s degree or required experience with professional certification

PMP/CAPM/ITIL Certification

Ability to champion change and influence people to adopt new ways of performing work by demonstrating
effectiveness in interpersonal, verbal and written communication skills.

Must possess willingness and ability to learn and apply new skills and knowledge on a continuous basis
Experience is Enterprise IT applications – including but not limited to Billing Systems, Financial Applications and
Field operations applications

Demonstrated experience in improving IT process and operations



Bachelors or better.



5-10 years: Five to Ten Years
