Job Description:
The Pennsylvania State Historic Preservation Office (SHPO) a part of Pennsylvania Historic Museum Commission (PHMC), is seeking a full-time IT Contractor to lead and manage GIS software development project called “PA SHARE” system.
This position is based in Harrisburg, PA at the State Historic Preservation Office. The role requires a “hands on” PM to be able to execute project management fundamentals including, but not limited to, development of schedules, risk management, Contractor & Vendor Management, and the management of internal resources. The position requires excellent written and verbal communication skills for customer and executive level status reporting while also being able to technically contribute to installation, configuration, testing, and deployment of our software products.
Contractor’s responsibilities include but not limited to:
Manage and lead PA SHARE projects which includes below initiatives:
o Software Development & Implementation of PA SHARE system
o Records management and Digitization project
o Data integration and migration from existing system to new system
Manage project team’s daily activities and ensure the progress is on track
Direct and manage assigned software development project plans and project lifecycles from beginning to end in a fast-paced dynamic environment
Responsible for overall performance of the project team and internal resources, including design, development, testing and deployment
Define and document project scope, goals, and deliverables that will support business goals in collaboration with management and stakeholders
Identify, record, and mitigate risks throughout the project lifecycle
Effectively set and communicate project expectations in line with upper management and company stakeholders
Work with project team to define success criteria project lifecycle members and stakeholders in a timely and clear fashion
Work with Commonwealth Office of Information Technology (OAIT) technical team and advise the industry best practices to PA SHPO
Effectively document and deliver progress reports to continually set and manage project expectations with team members and other stakeholders
Possess the ability to manage changes in project scope, identify potential issues and devise contingency plans
Plan, schedule, track and communicate project timelines, milestones and deliverables using appropriate tools
Manage software project budgets, track cost and labor, and provide leadership reports on actual vs budget
Maintain working knowledge of all SHPO Technologies products and systems to be a subject matter expert
Validate function of various system features
Aid support team in finding problems in system operation and performance
Support hardware and software issues during system development
Educate and train internal departments and external customer about the products key features and service offering
Contractor Requirements:
3-4 years of IT project management experience in below fields desired:
o GIS Software Development - COTS
o Data Integration, Records Management and Digitization
o Third Party Management - Vendors and Contractors
Experience with Commonwealth of PA Office of Information Technology
Experience with Microsoft Project, Excel and Access – VBA (intermediate)
Experience with SharePoint 2013 and SQL 2012. (intermediate)
Experience with Microsoft TFS is a plus
Knowledge of the Software Development Life Cycle (Agile, Scrum, Waterfall) required
Motivated self-starter, who is comfortable working alone or in a team environment
Analytical and demonstrate acute business skills

Contractor should work under the direction and supervision of the SHPO Bureau Director and availability to work five 7.5 hour days per week for 24 months. Excludes state holidays when the offices are closed, and days off as agreed upon by SHPO Bureau Director (sick, time off, etc
