Description:
State Of Pennsylvania: Pennsylvania Fish and Boat Commissions

Fish and Boat and Game Commission are looking for a candidate to fulfill the roles of Project Manager, Testing and Quality Assurance, and Independent Verification and Validation Manager

The position will fulfill the roles of Project Manager, Testing and Quality Assurance, and Independent Verification and Validation Manager. The position comprehensively supports the Pennsylvania Fish and Boat and the Pennsylvania Game Commissions in all facets of implementing the specifications and requirements of the Commissions’ Pennsylvania Automated License Service (PALS) Systems contract. The position will maintain the role of advocate for the Commissions at every stage of implementation. The successful candidate for this position must possess direct project management, IV&V, QA, and testing experience of similar sized scope and complexity projects. Familiarity with resource management, conservation, and outdoor recreation is highly desired.
The successful applicant must be capable of working independently to meet the objectives of developing and managing project implementation adhering to the go-live deadline, ensuring all requirements are met, on schedule and ensuring that the product is structurally sound and built to the required specifications.

Project Management: Using approved project management methodology develop, control, and maintain a project implementation plan and timetable that will encompass all facets of implementation, testing and IV&V. As the project manager, the incumbent is responsible for developing and maintaining a task list and strict timeline that will meet defined target dates. The successful applicant will work closely with the awarded contract vendor’s project manager to receive, evaluate and make recommendations to the Commissions on technical requirements documentation and project documentation progress. The applicant will assist Commissions with vendor management for all deliverables, scope management and successful implementation.

Quality Assurance, Testing and IV&V Manager: Responsible to plan, schedule, execute and document findings of the contractor’s system deliverables to ensure that the system functions as specified. Compares project procedures to the specified standards, procedures and contractual requirements. Manages and develops test scripts, and conducts quality testing and reviews of vendor work products for user acceptance testing. Ensures all user requirements are followed. Leads effort with Commission staff in achieving contracted requirements.
As the Commissions’ advocate helps ensure that the vendor delivers a viable product in accordance with all contracted requirements, specifications and expected quality. Performs integration and verification testing to ensure that all software units (modules) are meshed as one, tested and properly work together. Functional and acceptance testing is done to ensure that functionality meets user requirements. In addition, system testing is carried out over the entire software and hardware system to make sure that it is working as per the user requirements and acceptance.
