Required Skills:
Ability to implement and manage project management methodologies for information technology projects
Practical project management experience over comparably sized application development projects
In-depth knowledge of project management methodologies (EPMM, PMP, PMBoK, etc

Department: PSERS- The Public School Employees’ Retirement System

Position Summary:
The position independently serves as the Public School Employees Retirement System (PSERS) agency-level project manager for the implementation of Act 2017-5. This high-profile position is responsible to manage a highly visible, highly critical project.

Scope of the project:
The Project Manager will manage the Act 5 implementation project from its current state through to completion ensuring adherence to the project schedule and satisfaction of all business, technical and quality requirements. The incumbent requires a strong personality with the ability to work alongside agency executive leadership to manage program area staff in delivery of the project.
The position reports directly to and receives direction from the PSERS Executive Director. The position requires in-depth knowledge of project management methodologies (EPMM, PMP, PMBoK, etc with exposure to LEAN and agile management concepts.

Responsibilities:

Provide assistance and, in some circumstances, develop project plans for each of the sub-projects associated with the implementation of Act 5
Develop and maintain an integrated global project plan, comprised of multiple, significant sub-projects including scope statements, work performance measurements, activity and milestone lists, project schedule, human resource plans, team performance assessments and communication management plan in accordance with PSERS and Commonwealth standards
Manage and coordinate the work across the multiple Bureaus within the agency and with the contracted Third-Party Administrator
Be accountable for the approval and sign-off of the project plan
Manage scope of the project and gain agreement and approval of any scope changes
Build and maintain relationships with key stakeholders
Direct work planning and scheduling of all work, identifying priorities and assuring the completion of mission-critical tasks in a timely manner
Be responsible for tracking all assigned work items and driving them to closure
Be accountable for the completion of tasks across the matrixed project organization
Serve as primary point-of-contact for all project related issues and resolution of issues
Identify and manage project risks and develop risk mitigation strategies, track to closure
Anticipate issues and proactively address them
Maintain action items and follow up to drive tasks to completion
Resolve conflicts with sensitivity and tact
Think critically and innovatively in delivering solutions to problems and obstacles
Develop and facilitate achievement of program service commitments and performance metrics
Ensure that all tasks add value and support the strategic direction of the agency
Communicate to team members how their work relates to and helps to achieve project objectives
Coordinate the implementation of Act 5 between PSERS and Vitech, including the contracted Third-Party Administrator, as needed
Monitor project milestones and phases to ensure project is on schedule taking immediate corrective action when necessary
Prepare and provide routine status reports for agency executive staff and stakeholders on team progress
