Job Description :
Our Direct Client awards more than 200 Contracts to make various goods and services available to state agencies, school districts, cities, counties and other governmental entities in South Carolina. Product lists, prices, contact information, contract terms and other relevant information is made available to the governmental entities through static web pages. There is no standard format for these web pages and no search capability. When agency requirements change or new requirements are identified, new contracts are established and existing contracts are updated, renewed and replaced. Client relies on the contractors to provide usage information, which is intended to provide insight into purchasing patterns, product preferences, volumes for specific agencies and groups of agencies, and about specific products, manufacturers, and contractors. Client intends to solicit an e-catalog solution to enhance the purchasing experience by the various governmental entities by providing an enhanced search and order process, and capture more accurate and real-time agency purchasing information. The e-catalog solution will interface with SAP’s ERP. To the extent practicable, the e-catalog solution will interface with ERP and accounting systems used by governmental entities where economies of scale justify the investment of time and money. All state agencies are currently using an implementation of SAP’s ERP. Many of the colleges and universities are using Ellucian’s Banner ERP. others are using PeopleSoft. Four of the technical colleges are using Banner and the others are using Ellucian’s Datatel product. Technology usage by school districts varies with many using Harris School Systems, SmartFusion; some of the local governments are using Tyler Technologies products like Munis; and others have no technology and process orders manually.

Client is looking for an experienced (PROJECT MANAGER) individual to coordinate and manage the migration from the current static state to a more robust active web environment to achieve a successful implement.

DAILY DUTIES / RESPONSIBILITIES:

FACILITATE THE DEFINITION OF PROJECT SCOPE, GOALS AND DELIVERABLES
DEVELOP DETAILED PROJECT PLAN AND UPDATE AS NECESSARY MONITOR AND MEASURE PROJECT PERFORMANCE USING AVAILABLE TOOLS AND SYSTEMS USE APPROPRIATE VERIFICATION TECHNIQUES TO MANAGE CHANGES IN SCOPE OF PROJECT
DEVELOP AND HELP EVALUATE RFP ASSIST WITH DEVELOPING VARIOUS CONTRACT DOCUMENTS PERFORM RISK MANAGER SERVICES TO REDUCE OVERALL RISK
UPDATE RISK REGISTER AND DEVELOP AND MONITOR MITIGATION PLANS
SUCCESSFUL INTEGRATION OF BUSINESS, IT, AND PROJECT MANAGEMENT
SERVE AS A PROJECT LIAISON WORK WITH THE PORTAL PROVIDER, PROCUREMENT MANAGERS, Client MANAGEMENT AND AGENCY USERS TO ESTABLISH A SCHEDULE AND MANAGE THE IMPLEMENTATION OF THE NEW PORTAL ASSESS TECHNICAL RISKS AND ASSIST WITH TECHNICAL PROBLEM SOLVING TO KEEP THE PROJECT ON SCHEDULE AND WITHIN BUDGET PERIODICALLY REPORT TO Client MANAGEMENT ON THE PROGRESS AND STATUS OF THE IMPLEMENTATION PROPOSE POLICIES AND PROCEDURES FOR THE CONTINUED SUCCESSFUL OPERATION OF THE PORTAL PERIODICALLY REPORT TO Client ON THE CONTINUING OPERATION OF THE PORTAL EVALUATE PROJECT SUCCESS AND IDENTIFY OPTIONS FOR QUALITY IMPROVEMENT HANDLING ANY AND ALL PROJECT IMPLEMENTATION REQUIREMENTS

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):

Experience managing the successful implementation of large and complex technology based projects of a high dollar value Must possess a combination of business, information technology, and project management expertise Highly organized with the ability to set priorities and deliver timely results at all project phases Ability to identify and clarify project needs and requirements Proactive problem-solver with interest in and ability to project future needs and recommend the best course of action An effective communicator; ability to effectively deal with the needs of technical peers, technical and user management, users, vendors, stakeholders, and staff members, and to communicate clearly and effectively both in spoken and written form Must be able to develop, communicate and present project documentation and reports
Bachelor’s degree

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):

Experience working with procurement portals such as Jaggaer (SciQuest), Spendbridge, Aquiire (Vinimaya), Ariba, etc. desirable
IT technical background is desirable
An aptitude for learning new skills and applying knowledge to solve complex problems
