Role: Project Manager

Job Description
Duties / Responsibilities
1. Provide project leadership in the requirements analysis, design, development, testing, implementation, migration, delivery and support of mission critical software, hardware and Cloud solutions for the Health Benefit Exchange (HBX) application.
2. Provide project leadership on large scale cloud migration projects involving multi-disciplinary teams with external and internal stakeholders.
3. Liaise with internal and external stakeholders to provide timely status updates and risks/issues associated with the project execution
4. Effectively apply industry standard project management methodologies and enforce best practices to initiate, plan, execute, monitor and control project activities.
5. Plan, coordinate, conduct and lead analysis of client business processes.
6. Manage project scope, lead requirements elicitation, coordinate technical development and deliver software solutions with high quality standards.
7. Track the progress of projects and provide project health reports to the PMO, senior management and project oversight committees.
8. Effectively direct, manage and control all project activities and deliverables, through all phases of the project lifecycle.
9. Note: The candidate must have the flexibility to work overtime as needed, including weekends, holidays, and off-hours.

Minimum Qualifications

For minimum qualifications, see the labor category description in the MHBE IT IDIQ RFP for the subject RFR labor category. In addition, qualified candidates should, in general, meet the minimum qualifications specified below. Please refer to RFP Section 2.6.1 Minimum qualifications for substitution requirements. Candidates that do not meet minimum qualifications will be deemed not reasonably susceptible for award and will not progress to full evaluation.
1. A minimum of five (5) years of hands-on project management experience in full life cycle implementation of complex enterprise technology solutions.
2. A minimum of two (2) years of experience working in an Agile (SAFe) or equivalent software development and project management environment.
3. A minimum of two (2) years of experience in managing large scale cloud adoption or data center migration projects
4. Possess strong project management skills and the ability to multi-task, work independently and meet deadlines.
5. Demonstrated ability to analyze operational needs of enterprise IT systems.
6. Demonstrated expertise in analyzing business processes, converting healthcare marketplace requirements into technical solutions, coordinating application development, testing and implementation.
7. Hands-on experience with utilizing project management tools such as VersionOne, JIRA or equivalent.

Preferred Qualifications

The additional Experience/Knowledge/Skills listed below are preferred by the MHBE.
1. A minimum of ten (10) years of hands-on project management experience in the development, enhancement, implementation and support of complex enterprise technology solutions across disparate platforms in the state-based marketplace and/or federal healthcare marketplaces.
2. A minimum of three (3) years of hands-on project management experience on large scale enterprise cloud migration projects from on-premise data centers to cloud solutions such as AWS, Azure, or Google Cloud.
3. A minimum of two (2) years of experience as a Project Manager on projects utilizing Agile methodologies, or SAFe framework.
4. Experience with quality assurance and quality control functions of large scale Human Services or Health Care Systems.
5. Possess Project Management Professional (PMP) or related certification.
