Job Description:
The Project Manager 1 position will report to the Director of Health Informatics Services and Quality (HISQ) within the Medicaid/CHIP Services Department of HHS. The Worker will perform advanced project design and management activities for specific Health Information Technology (HIT) and Health Information Exchange (HIE) initiatives. The Worker will assist in the development, implementation and administration of HIE projects that further Medicaid''s goal of maximizing the use of clinical data in pursuit of more efficient and effective care for Medicaid clients. The Worker must be knowledgeable of current regional, state and national HIT/HIE activity, with direct experience working within organizations that utilize HIE preferable. Other key responsibilities of the Worker will include:
Designing, planning, and coordinating technical project work in accordance with standard project management practices and frameworks.
Understanding business and technical objectives of a project and manage scope to achieve these objectives.
Assisting in procuring the services of technology vendors, as well as tasking existing vendors, in order to implement HIE projects.
Assisting HHSC staff in requirements development, contract oversight and verification of deliverables.
Establishing project work plans, organization and methodologies and defines roles and responsibilities.
Assessing and documenting project risks and develops mitigation plans as necessary as well as managing, identifying, tracking, and ensuring resolution of issues and removal of barriers.
Oversight of the development of communication material included in applications, written and online content and other technical means of communication.

Because of the nature of the information in the projects that will be implemented, all entities must sign a Data Use Agreement (DUA) as a condition of employment.

II. WORKER SKILLS AND QUALIFICATIONS
Minimum Requirements:
Years Skills/Experience
10 Experience in core IT development skills, including network engineering, security, and software development
5 Strong, proven program/project management skills in a technical environment preferably in HIT/HIE areas.
5 Intermediate experience with SQL database management and language skills
2 Experience with HIE standards, including HL7 and CDA
2 Experience with advanced Extract, Transform, Load (ETL) experience
2 Demonstrable experience in network engineering and/or software programming in support of ambulatory practice or acute care facility operations, with a preference for HIE-related projects
2 Operations management experience with cross-functional teams consisting of vendors, partners from non-profit, community-based organizations and large state agencies and systems
Degree Bachelor''s Degree with major course work required in IT, Computer Applications, Health care/health information technology

Preferences:
Years Skills/Experience
3 Electronic Health Record implementation and use
3 Experience with Meaningful Use and the Electronic Health Record Incentive Program
3 Experience with Healthcare quality measurement programs like HEDIS, PQRS and the CMS CQMs
MA/MS or equivalent experience preferred
PMP or other professional Project Management certification
