The role of the Project Manager 3 is to plan, execute, and finalize projects according to agreed-upon scope, timelines and budgets. This individual also tracks to closure critical tasks to ensure the project stays on schedule.
This PM is needed to help guide the backlog of work to be completed on a large State of Maine DHHS legacy system. This work includes the planning and implementation of an upgrade of the system.

The PM does not directly manage the agency or OIT state staff resources. The PM serves in an advisory and supportive role to OIT and DHHS management.
The PM works collaboratively with OIT and DHHS management to advise and determine the best project path forward.
The PM will coach the OIT team regarding priorities and project planning using Agile principles. The PM will work collaboratively with OIT and DHHS management staff to assess results and assist in planning.
The PM will then track activities and advise OIT and DHHS management regarding planning vs. actual results. The PM will prepare reports for review by OIT and DHHS management on a regular basis

REQUIREMENTS:
-Technical Project Management experience – 5+yrs.
-Experience leading successful software implementation and data migrations projects – 5+yrs.
-Excellent verbal and written communication skills
-Experience with metrics; the ability to measure and report results
-Strong experience working collaboratively with stakeholders from cross functional areas
-Experience in facilitation and management of interdependent stakeholder groups in formal meetings and informal situations
-Agile/Kanban/Scrum Experience – demonstrated history coaching teams of developers
-Technical PM who understands development and system admin functions.
-Ability to communicate complex technical aspects of the project to the OIT and DHHS stakeholders.
-Strong ability to communicate to managers, peers, project team members, and end users.
-Problem solving and Conflict Management experience.
-Former State/Government experience in a Health and Human services environment
-On-site only; working remotely is not an option

PREFERRED:
-Experience with JIRA or similar task-tracking tools.
-Expertise with PM tools including MS Project, MS Office with focus on excel skills, and Visio for workflow and process mapping
