Job Description:

The APPR Program is used for NYCDOE staff – predominantly principals, superintendents, borough field support centers, and their designees to administer the evaluation and development system for NYCDOE teachers. Using Advance web applications principals can set the teacher’s evaluation criteria by school level assessment, teacher level assessments, individual goals by student and group level goals for student. Principal will record all formal and informal observations in the Advance application. Teacher’s ratings is calculated based on various data collected in Advance. Teachers can access the Advance web application to view Observations report, Teacher Improvement plan (TIP) and other teacher level reports. Advance application is active throughout the school year to enter school decisions and ratings for teachers. There is constant need to maintain the application, build new functionalities and redesign the existing interface.

Under the general direction of Team Lead/Architect with latitude for independent initiative and judgment and shall be responsible for developing web based applications in .Net MVC and SQL Server environment. Candidate will be involved in all phases of project development including but not limited to planning, designing, developing, installing, enhancing, testing, troubleshooting, integrating and supporting the application in the Microsoft .NET environment. This subject matter expertise currently is out of capacity in-house. Therefore, the only alternative is to contract out by recruiting a consultant resource to perform the necessary work

Responsibilities:

· Develops and implements phases of the computerized system development life cycle, including conceptual design, software development, testing, deployment, and post-implementation enhancements of web based distributed applications utilizing Visual Studio .Net, MCV framework, SQL Server for data management, and Active Directory for identity management, in accordance with Department of Education standards.

· Analyzes, designs and develops code for all application tiers, as needed

· Prepares technical designs, performs code reviews, debugging and testing

· Design and develop complex user interfaces using ASP.Net, Telerik, Kendo UI controls.

· Designs database tables utilizing import or export data to and from SQL Servers and other data sources on a regular basis through the development and coding of stored procedures and triggers, as needed.

· Utilizes Microsoft Team Foundation Server (TFS) for source control, data collection, reporting and project tracking, testing and collaboration of project development.

· Design and develop database jobs using SQL Server Integration Services, TSQL and Stored Procedures

· Follow data standards, resolve data issues, complete unit testing and system documentation for ETL processes

· Conducts user acceptance review sessions and collaborates with other team members to perform debugging.

· Ports legacy applications from non-standard technology stacks to DOE standard web application stacks and technologies, including application, database, and reporting artifacts as dictated by project requirements.

- Analysis, design, coding, component and assembly testing of all application code owned by the Application Team

- Maintenance (including production support), enhancement and development work

- Write application software, data analysis, data access, data structures, data manipulation, databases, design, programming, testing and implementation, technical and user documentation, software conversions

Requested Qualifications:

1. 84+ months of experience and expertise in data modeling for transactional applications, data warehouses, and data marts

2. 84+ months of experience writing complex SQL Stored Procedures, User-Defined Functions, and Triggers along with SQL Server Performance Tuning and Query Optimization

3. 84+ months of experience writing .NET Web applications using ASP.NET, Telerik and Kendo UI Controls, MVC

4. 84+ months of experience in User Experience and User Interface design, including use of CSS, jQuery, AJAX, and Bootstrap

5. 84+ months of application integration development experience, including use of web services via SOAP/REST, custom API invocation, JSON and XML data formats

6. 84+ Monthsith Java, MySQL, and Oracle GlassFish

7. Professional certification

8. Bachelor’s degree from a recognized university
