Title: Product Owner (Scrum Master)
Location: Carson City, NV
Duration: 6/30/19 – potential longer term extension

CONSULTANT MUST WORK ONSITE

Below are silo examples the system will need to efficiently track and generate reports for:
1.1 Assest in Transit Asset Management;
1.2 Ridership in RMP;
1.3 PMP and Maintenance;
1.4 Compliance data reports;
1.5 Usage reports on agency cost allocations;
1.6 Agreement budgets,
1.7 Grants and sub phases of grants; and
1.8 Planning, training, and travel budgets.

The software will also allow for in house grant application creation, development, submission, review, scoring, and approval. It will also feature grant close out procedures, as well as more accessibility for subrecipients in a centralized location. Currently the grants applications are being handled by a 3rd party at a significant cost;

SCOPE OF WORK

Consultant must perform all activities to the agreed upon project plan/schedule. Work must be completed according to the specifications and standards set by the State.

1.9 Consultant will take the lead role in preparing an RFP and act as product owner for an Agile Scrum delivery of a transit operation management system. The system will replace other current siloed business systems with an enterprise level integrated system;

1.10 The consultant will be responsible for:
1.10.1 Developing the product vision;
1.10.2 Writing user stories; and
1.10.3 Creating, maintaining and prioritizing the product backlog.

1.11 The consultant will assist the Scrum Master with:
1.11.1 Sprint review meeting;
1.11.2 Attend Sprint planning meetings;
1.11.3 Clearly communicate business requirements to the team;
1.11.4 Get detailed level of requirements from stakeholders;
1.11.5 Build and maintain relationships with stakeholders; and
1.11.6 Attend daily Scrums.

EXPERIENCE AND SKILLS REQUIRED – listed in order of importance
· A minimum of five (5) years’ experience managing enterprise-level projects;
· Experience with a minimum of two (2) projects with similar scope;
· A minimum of three (3) years in a direct Scrum role – Scrum Master, Product Owner, or Team Member;
· Certification as either a Certified Scrum Master, Certified Product Owner, or both;
· Excellent oral, written, documentation and presentation skills;
· Excellent record keeping skills; and
· Performed work tasks and activities in a safe and conscientious manner.

EXPERIENCE AND SKILLS DESIRED – listed in order of importance
· State government experience desired.
