Description of specific Duties in a typical workday for this position:

The DHS Product Manager will lead and manage a team of specialized subject matter experts who support engineering, architecture, and product management tasks for the National Flood Insurance Program (NFIP The DHS Product Manager will personally serve as the Subject Matter Expert for the NFIP program as a whole, which requires a mastery of the NFIP rules engine, rating formulas, policy types, coverage options, policy limits, geographic distribution of policies and exposures, and supporting IT systems.
They will oversee a team of subject matter experts (Engineers, Architects, Business Analysts/ Product Owners) who are collectively responsible for submitting proposals or responding to RFPs and RFIs related to all DHS opportunities with a special focus on the NFIP ITSS Re-compete. The manager will prioritize work for the team, will be responsible for recruiting additional core and extended team members for each project and proposal, and will be in charge of all performance management metrics.
They be called upon to Project Manage DHS projects other than the NFIP that are active or won.
They will be the agile champion for DHS and set agile delivery direction for the NFIP and other DHS projects. This will include providing guidance and leadership for the team of Product Owners.
Establish and coordinate the project schedules, timelines, dependencies, and resource plans for all projects assigned to the Product Management team.
Develop and maintain summary level schedule reports, Gantt charts, PERTs, milestone charts, and other program management tools used to support critical path analysis, work authorizations for near-term tasks, priority-based resource allocations, and performance variances.
For each assigned project, the NFIP Product Manager will continually and effectively identify and manage project risks and issues and will update the Risk Register and Issues Register in a timely fashion.
Interact with program senior management and staff to schedule work and coordinate assignments.
Support PMO to maintain timely and effective change management processes and procedures.
Assist PMO to develop and maintain periodic status reports around ongoing projects.
Analyze complex data sets to determine status, identify trends, and forecast business impact.
Report project performance and health summaries to senior management and the client.
Interact with multiple project teams and managers to define scope of work to develop and update detailed schedules, cost information and identification of variances from original plan.
Host requirements-gathering sessions with internal and external customers, where requirements are finalized and prioritized for inclusion in new proposals or in responses to RFPs.
Manage the DHS opportunity pipeline.
Lead DHS opportunity qualification, capture, and response activities as assigned.
Champion for the Product Owner elements of the Agile Framework, whether Scrum or Kanban, and mesh these activities with the IT Delivery Team Agile Framework elements.

Position Requirements:

Bachelor's Degree required, preferably in engineering or computer science. Could be business if also accompanied with 10 plus year history of product management or product delivery of IT projects.
Five (5) or more years of demonstrated successful management experience in Product Management, Pricing, Planning or Analytics of IT products or services
Five (5) or more years of successful experience managing multiple direct reports
Experience managing a growth pipeline responding to technical/complex RFIs or RFPs
Experience managing complex projects under tight deadlines
Experience drafting proposals and participating in the presentation or negotiation of the proposal
Experience soliciting and prioritizing business requirements and/or technical requirements
Proficient and detail-oriented in researching, writing, editing, and proofreading
Outstanding written and spoken communication skills
Very strong presentation skills
Strong day-to-day proficiency in managing schedules with multiple stakeholders
Able to communicate effectively in a team and customer environment
Demonstrated ability to meet customer-supplied deadlines
Experience using Microsoft Office, especially Word, Excel, and PowerPoint
Manager will complete their ANFI designation within six months of hire date (the ANFI designation requires the applicant to pass an examination based upon the Flood Insurance Manual)
Certified Product Owner, Scrum Master, SAFe, Agile Practitioner. Can be waived if candidate demonstrates strong Agile Framework knowledge and delivery experience with commitment to obtain certification within six months of hire.
Active Project Management Professional designation

Nice to Have:

Project management experience in the Insurance or Financial Services industries
CPCU designation, or interest in pursuing the designation at Company
Experience analyzing a rate or rule filing submitted by an insurance carrier/competitor
Experience with Guidewire, Duck Creek or Pega
Programming experience in SAS, R or Python
Three (3) or more years of demonstrated successful management experience in Product Management, Pricing, Planning or Analytics at an insurance carrier (P&C) or financial services company
Familiarity with CMMI and/or Lean Six Sigma
Experience creating and maintaining databases in Microsoft Access
Experience working with Power BI
