Job Description :
Oversee the development, configuration, implementation, and management of the City’s Oracle Planning and Budgeting Cloud Service (PBCS) application used for annual operating and capital budget development, monthly forecasting, human capital planning, and performance planning. Works with
department to improve data flow and process improvement; and provides technical support to departments in use of the system.
Position''s General Duties and Task
Essential Duties and Responsibilities
1. Provide daily monitoring and support of the PBCS application; perform system maintenance activities and configuration; works with users to identify and resolve issues with the system; and creates, maintains and generates reports, queries, and forms within the system.
2. Develops technical specifications (if necessary) for the different components of PBCS to ensure functionality and integration of data from/to CGI and Workday.
3. Participates in planning sessions with the Office of Budget to improve data management flows and utility of the system.
4. Manage data – file transfers, data integrity, etc.
5. Maintains list of users, provides user access; updates and coordinates installation of SmartView.
6. Writes and maintains supporting documentation of the application.
7. Works closely with the City’s IT department “Communication and Information System (CIS)” to manage the software contract, coordinate renewal of hosting, system maintenance, and support, data access, security, and interaction with the system
8. Develops and provides PBCS related training to city staff.
9. Develops and maintains an effective working relationship with CIS (key system analyst assignedto CGI, and the City’s network and security IT teams

1. Hyperion Essbase and planning
2. Budget development process in the public and/or private sector
3. Microsoft Office Suite
4. Analysis, design and troubleshooting of software and system interfaces
