Oracle EBS System Developer

Richmond VA

2 Months later long term

This position will provide key, hands-on technical work to perform
programming, analysis, development, implementation, enhancement, revision
and maintenance of automated computer systems supporting the City''s
Enterprise Resource Planning (ERP) system.

Oracle ERP modules include Payroll, HRMS, OTL, OAB, GL, A/P, A/R, Budget,
Cash Management, Procurement, Oracle Learning Management, iSupplier/Sourcing
and Contract Management, Projects and Grants Management, Fixed Assets,
Inventory and Debt Management.

Applicants must clearly detail their work experience on the application
form; including experience with the required Oracle E-business suite
applications and version(s

Specific responsibilities include but are not limited to:
Develop effective solutions to complex problems
Produces deliverables including, but not limited to Periodic Status
Reports
Change Control Requests
Issue escalation documentation
Go/No-Go Checklists
Deployment Plans (including conversion plan)
Hardware/Software inventories
Ongoing updated work plan (project plans)
On-call help desk support documentation
Program Folder Documentation Verification Checklists
Systems Development Methodology deliverables: requirements, specifications
and business process models/documentation
Performs code/design reviews with the application development teams
(internal and external) to ensure all project requirements and application
functionality is being achieved
Completes all work in accordance with City and DIT standards
Develops business and data process flow models as appropriate to support
and reflect current and proposed requirements processes
Identifies opportunities to improve data flow, security, performance and
effectiveness of software or systems
Designs and develops high-level object models for new or existing business
applications
Provides on-going application support of the production system
Designs and implements Oracle database solutions
Remains on call 24 x 7 to provide support and resolve problems for
critical and assigned systems and applications
Qualifications, special certifications and licenses:
Completion of the core curriculum for a Baccalaureate or Associate
level major in computer science or a related field.
One to three years'' experience in computer programming including
two years in computer systems analysis and design at the high end of the
range.
An equivalent combination of training and experience (as approved
by the department) may be used to meet the minimum qualifications of the
classification.

Preferred Competencies:

Completion of the core curriculum for a Baccalaureate or Associate level
major in computer science or a related field.
One to three years'' experience in computer programming including two years
in computer systems analysis and design at the high end of the range.
An equivalent combination of training and experience (as approved by the
department) may be used to meet the minimum qualifications of the
classification.
No Special Certification or License required.

Preferred Qualifications:

Completion of a Bachelor''s degree in computer science, information
systems, business administration, or a related field. An equivalent
combination of training and experience (as approved by the department) may
be used to meet the minimum qualifications of the classification.
At least five years'' direct experience as developer working with Oracle
ERP applications.
Technical fluency in relational databases. This includes solid SQL and
PL/SQL skills.
Five or more years'' experience with large-scale Oracle databases.
Demonstrated experience with Oracle 11i/12r, Oracle E-business Suite,
Oracle ERP applications, and Oracle Forms and Reports.
Desired Skills:
Strong knowledge of system and software quality assurance best practices
and methodologies.
Strong customer-service orientation.
Excellent written, oral, and interpersonal communication skills.
Ability to communicate ideas in both technical and user-friendly language.
Ability to conduct research into application issues and products.
Highly self-motivated and directed, with keen attention to detail.
Able to prioritize and execute tasks in a high-pressure environment.
Experience working in a team-oriented, collaborative environment.
Knowledge of applicable data privacy practices and laws.
Ability to lead training sessions, presentations, and meetings.
Ability to determine sequence and duration of actions in a critical work
path.
The position requires the candidate to serve on-call 24X7 to provide
support to rotating on-call staff for assigned critical systems and
applications.
Experience with the EIS Reporting Tool or similar reporting package.
