Job Description:
HHSC IT is currently in the planning stage of an HHS Performance Portal pilot initiative with a goal to accomplish the following:
Implementation and configuration of the infrastructure for the performance portal pilot
Design, development, and implementation (DD&I) of the performance portal using an agile methodology for all standard SDLC phases that includes, but is not limited to:
Validation of performance metric requirements
Creation of EPICS/User Stories
Creation and validation of dashboard and report mock-ups
Automation of data acquisition from a variety of data sources
Dashboard and report development
Testing – integration, load and stress, and user
Deployment / publication internally and externally
Operations support and enhancement of the Performance Portal pilot

This development effort will utilize an agile methodology based upon the approach currently in use at HHSC for the Texas Integrated Eligibility Redesign System (TIERS As a member of the agile development team, the worker responsibilities may include:
Design, implementation, and support of database(s) created for the HHS Performance Portal
Monitors database performance and works with members of the development team, the Chief Data Architect and the state of Texas Data Center Services (DCS) personnel to optimize performance
Coordination with DCS staff the buildout and configuration of the database environment
Creation of data models - conceptual, logical, and physical
Assists the Chief Data Architect in the design and implementation of an automated data acquisition strategy that includes backup and recovery processes.
Implements automated data acquisition process, monitoring all processes, and implementing backup and recovery processes as needed.
Creates test database environment, including the creation of necessary libraries and procedures
Assisting with the implementation and configuration of developmental tools
Data acquisition from a variety of data sources
Interpreting new and changing data requirements to determine the impact and developing recommendations for review and approval by the Chief Data Architect
Producing technical specifications, diagrams, or other documentation
All other duties as assigned.


WORKER SKILLS AND QUALIFICATIONS
Minimum Requirements:
Years Skills/Experience
8 As a database administrator responsible for the creation and maintenance of multiple database environments for a large IT application or data warehouse
8 Experience with RDBMS, a minimum of 4 years with Oracle and at least 1 year with SQL Server
5 Experience importing data from non-database data sources, such as Excel, and various flat file formats
5 Experiencing developing data acquisition strategies that includes automation of data acquisition, backup and recovery, archiving, and data
5 Technical writing and diagraming skills, including proficiency with modeling and mapping tools (e.g., Visio, Erwin
4 Experience configuring databases for use by data visualization tools such as Tableau, Microsoft Power BI, Salesforce, or SAS
2 Experience on an agile sprint team, preferably with prior experience as a member of a TIERS sprint team
Strong Excellent oral and written communication skills.
Strong Effectively manage multiple responsibilities, prioritize conflicting assignments, and switch quickly between assignments, as required.
Degree Bachelor’s degree in Computer Science, Information Systems, or Business or equivalent experience.
