Job Description:
This position will work directly with Department senior executive and executive staff in the implementation of multi- faceted, high visibility projects.
Defining and managing project scope, schedule and budget
Managing project teams in the development of business cases, requirements gathering, business and technical documentation, testing and deployment planning, risk mitigation strategies and project status reporting
Acting as manager to a staff oriented in matrix management techniques, including negotiating with senior management on resource allocations, project responsibilities and tasking as well as mentoring and training resources as necessary
Communicating project status to team members as well as management including project status presentations to executives both inside and outside the Agency
Functioning as a facilitator to clarify business and technical requirements which cross project team boundaries
Identifying project risks and dependencies and providing implementation alternatives to mitigate project risk related to scope, schedule and budget
Performing all tasks with strong written and verbal communication skills
Skills:
1. Four-year college level degree with coursework in Information Technology or Project Management, or national certification in Project Management. #of months 16
2. Minimum of 84 months experience with multi entity project teams in the development and successful implementation of multi-million dollar, multi-year development projects. #of months 16
3. Minimum of 84 months experience implementing projects utilizing industry standard system life cycle methodologies, which includes iterative project planning, design and development. #of months 8
4. Minimum of 84 months experience managing project teams developing in IBM Websphere Portal utilizing JDK 1.5 or above and which utilize business analysts and testers experienced with Requisite Pro, HP Quality Center and/or Quick Test. #of months 8
5. Minimum of 60 months experience implementing deployment strategies spanning multiple entities, including risk mitigation strategies associated with ensuring implementation success, dissecting deployments into manageable risk adverse phases, and involving both Agency and Vendor teams across highly available and scalable multitier applications using Object Oriented or Service Oriented Architecture. #of months 16
6. Minimum of 36 months experience managing projects in a state or federal government environment, related to criminal justice processing and improvements in criminal history record information systems, including but not limited to public safety agencies, the court system, and federal law enforcement agencies. #of months 16

Job Description:
Pursuant to Article 2, Title 2-A, Section 230 of the Public Health Law, the Office of Professional Medical Conduct (OPMC) is responsible for the collection and management of all professional misconduct complaints filed against physicians, physician assistants, and specialist assistants. Throughout the years, a number of computer systems were created to meet the needs of OPMC. As time went on and technologies changed, the systems were unable to be maintained and enhanced to continue to meet the business needs. A prior initiative has identified the high-level Business Use Cases and requirements for a newly designed system. OPMC is now at a point where additional teams are required to begin the development of the new system.
The Contractor will be responsible for the creation and maintenance of all project management deliverables with the input of both contract and DOH project team members. Examples of project management activities and responsibilities that will be required of the Contractor in this project include but are not limited to:
Coordinate the activities of the project teams.
Create, monitor and manage project plans, schedules, scope, risks, issues, costs, changes, and other project management artifacts.
Report project status.
Provide a focal point for issues and concerns raised by the Contractor team or the NYSDOH.
Manage Contractor system development tasks and project resources per priorities established by NYSDOH.
Identify risks and develop strategies to control them.
Document lessons learned.
Skills:
1. 84 Months Experience with managing medium or large-scale IT software and database development projects which included analysis, design, coding, unit testing, quality assurance, implementation, infrastructure and security tasks, as well as system maintenance work. #of months 15
