Salary Range: Anticipated hiring salary for this position is $75,000 annually

Job Summary:

Leads activities in IT fields such as electronic data processing, information systems technology,
and electronic security. Oversees the development and implementation of IT projects and
initiatives. Directs subordinate managers and staff.

Primary Duties & Responsibilities:

Continually evaluates customers' security needs for IT applications and evaluates the
current options available to meet those needs
1. Verifies application results by conducting system audits of technologies implemented.
2. Preserves assets by implementing disaster recovery and back-up procedures and information
security and control structures.
3. Maintains quality service by establishing and enforcing organization standards.
4. Coordinates with information security staff to ensure the safety and security of the
organization’s IT network and electronic documents.
5. Ensures compliance with all applicable policies, standards, procedures and guidelines.

Defines and prioritizes IT project requirements

1. Completes projects by coordinating resources and timetables with end users and functional
groups.
2. Perform cost/benefit analyses of IT projects, prepare and present analyses (i.e., justify
spending) to the organization’s top management
3. Manages and oversees large, long range, or multiple complex projects
4. Develops cost estimates, human resource requirements, work plans, time schedules, and
makes work assignments to meet objectives
5. Prioritizes and establishes time lines for new development projects/ Service Requests;
monitors progress of such and allocates personnel resources as required.
6. Determines project scope and confers with end users as to project function, delivery, goals
and objectives.

Develops time and cost estimates, project plans and budget

1. Accomplishes financial objectives by forecasting requirements; preparing an annual budget;
scheduling expenditures; analyzing variances; initiating corrective action.
2. Establishes and monitors program priorities, objectives, and procedures, determining area
objectives, targets of service, and needs resource allocation
Establishes IT policy and participates in the coordination of systems administration and
network administration

1. Recommends information technology strategies, policies, and procedures by evaluating
organization outcomes; identifying problems; evaluating trends; anticipating requirements.
2. Management of the Service Desk, including directing identification and resolution of systemic
problems
3. Fulfills the role of Change Manager and ensure compliance with change management
activities.
4. Serve as technical lead on project teams providing technical direction, interpretation, and
alternatives
5. Apply advanced technical principles, theories, and concepts to complex systemic technical
problems
Interviews, hires, directs, trains, evaluates the performance of, and when necessary,
disciplines and discharges IT employees

1. Maintains staff by recruiting, selecting, orienting, and training employees; maintaining a safe
and secure work environment; developing personal growth opportunities.
2. Identifies staff development and training needs and ensures that training is obtained.
3. Management and supervision of Infrastructure staff consisting of two or more full time
employees, including but not limited to communicating and directing job expectations;
planning, monitoring and appraising job performance; coaching, counseling, and disciplining
employees; initiating, coordinating and enforcing policies and procedures.
Manages human resources and directs administrative activities for IT employees
1. Evaluates and verifies employee performance through the review of completed work
assignments and work techniques
2. May occasionally perform any task assigned to subordinate staff, consistent with any licensing or
certification requirements.
3. Supervise employees to ensure work performance meets the expectations of the department
and agency. Ensure that employees are meeting Performance Management expectations
4. Supervise personnel, allocate work, and resolve problems. Evaluate performance and make
recommendations for personnel actions.

Monitors the staffs' installation, maintenance, and support of IT products/services

1. Plan, manage, and direct the routine operations, maintenance, and services assigned to
Information Technology
2. Determine short- and long-term personnel and training needs for IT.
3. Directs or participates in the development of documents for service requests projects,
business cases, and procedures
4. Evaluates, reviews, and approves requests for information systems hardware, software, or
services
5. Directs the implementation and maintenance of r software, hardware and platforms

Oversees the development and implementation of IT projects and initiatives

1. Maintains organization's effectiveness and efficiency by defining, delivering, and supporting
strategic plans for implementing information technologies.
2. Analyze/assess the organization’s IT requirements (short- and long-term) and recommend
acquisitions and/or upgrades to top management.
3. Directs the development, compilation, maintenance, and documentation of computer monitor
systems, vendor-supplied packaged programs, macros, utilities, data communications programs,
and other highly technical programs
4. Ensure timely troubleshooting of development and production application related problems
across multiple environments and operating platforms for Root Cause Analysis.
5. Develops a life cycle road map for all system upgrades at designated intervals; Ensure that
Application Portfolio Roadmaps are maintained to effectively plan and manage application,
Operating System, Database, and Hardware Lifecycle
Oversees the evaluation of the unit's internal processes, procedures, and technologies to
improve efficiency and ensure quality

1. Accomplishes information technology staff results by communicating job
expectations; planning, monitoring, and appraising job results; coaching,
counseling, and disciplining employees; initiating, coordinating, and enforcing
systems, policies, and procedures.
2. Communicates Project and Service Request status to the CIO, project team, and
other stakeholders as needed.
3. Evaluates new technologies for application to existing and pending projects for
upgrading purposes; provides professional/technical advisement to members of
the Department.

Provides expert assistance to customers in planning their IT needs

1. Maintains professional and technical knowledge by attending educational workshops;
reviewing professional publications; establishing personal networks; benchmarking state-of-
the-art practices; participating in professional societies.
2. Uses standard system methods and best practices in the development, enhancement, and
maintenance of information technology systems
3. Provides guidance to the systems, programming, and operation staff in the solution of
hardware/software related problems
4. Coordinates implementation of equipment and applications with user depar tments,
vendors, and data centers.
Schedules downtime and preventive maintenance activities required to keep all
equipment in good operating condition

1. Plan and direct the installation (and upgrading, where needed) of hardware and software
tools and technologies.
2. Coordinates activities by scheduling work assignments, setting priorities, and directing the
work of subordinate employees.
3. Directs the activities of subordinate analysts, coordinators or project managers in the
leading or development of new information technology systems and enhancement to
existing automated systems.
4. Ensure that Production Support is provided by staff as needed to meet service level targets
and maintain available / operational system that are utilized by the agency
Serves as a link between vendors and IT staff by providing information and guidance in
acquiring relevant products and services
1. Directs technological research by studying organization goals, strategies, practices, and user
projects.
2. Negotiate with technology vendors, contractors to obtain the highest possible level of
services for the organization.
3. Directs the investigation and analysis of computer equipment and related software;
supplies management with documentation of advantages and disadvantages
4. Facilitates cross training initiatives and necessary technical training within the unit to ensure
current technology is utilized in solutions with adequate support staff
5. Analyze complex technical problems, evaluate alternatives, and recommend effective
solutions
Works with other IT managers, staff and vendors as needed, in order to provide timely
and efficient IT coordination in providing services to meet customers' requests
1. Contributes to team effort by accomplishing related results as needed
2. Continue to learn about new technologies and look for ways to implement them within the
organization
3. Maintains records, prepares reports, and composes correspondence relative to the work .
4. Disseminates detailed descriptions of new or modified hardware/software systems and
instructions for their use
5. Maintains on-going internal communications and relationships with internal customers to foster
a partnership between IT and customer departments
6. Partners with Departmental Representatives to ensure proper metrics, work tracking,
reporting, and prioritization of all work requests.

Entry Qualifications:

Bachelor's degree in a related field from an accredited college or university AND Three years of
directly-related supervisory/management experience OR Five years of directly-related
supervisory/management experience OR One year of experience at the lower level Manager,
Information Technology (ITM020) or position equivalent

Microsoft Certifications: MCSE: Infrastructure and MCSE: Security
Cisco Certification: CCNA and/or CCNP Routing and Switching,
Certified Information Systems Security Professional (CISSP)
ITIL v3 Certifications: Foundation
Bachelor’s degree in a related field from an accredited college or university.
