Job Description:
The New York State Department of Health (NYSDOH) Division of Epidemiology’s Statistical Unit is charged to maintain and enhance the statewide Electronic Clinical Laboratory Reporting System (ECLRS), the Communicable Disease Electronic Surveillance System (CDESS), and the Electronic Syndromic Surveillance System (ESSS These are mission critical electronic systems to effectively monitor and respond to over 75 reportable diseases and to other public health emergencies and inform statewide policy decisions.
The Technical Architect position will oversee the design, development, testing, and implementation of various modules added to ECLRS and ESSS, and will be responsible for the oversight of daily activities associated with the project’s programmers.
Provide technical leadership to the project team in order to ensure that system support is maintained during the Software Development Life Cycle.
Develop system design for improving ECLRS performance; receiving non-human results (eg. mosquito, mammal, and tick) from labs and populating to CDESS vector surveillance system; archive ECLRS database to improve performance; add a new drug overdose syndrome to ESSS; designing a new database for accepting urgent care canter data.
Provide system technical specification documents.
Participate in testing, evaluation, and implementation of related software products in order to ensure the software used in the project is compatible from end to end.
Manage code promotions for ECLRS and ESSS through each stage of testing.
Manage tasks assigned to programmers within the project team.

4. 84 + months experience working with java-based service-oriented architecture #of months 10
5. 84 + months experience in SQL object-relational mapping framework #of months 10
6. 84+ months experience in application testing including design and implementation of test plans #of months 10

8. 60+ months experience in designing interfaces with SAS server environment #of months 10
