Job Description:
The Office of Real property a division under the Department of Taxation and Finance has entered into a contract with Tyler Technologies to deliver an enterprise, multi-tenancy capable, and web based Real Property Tax System (ACES, previously called RPSv5) to replace their current Real Property Tax System (RPSv4 This system’s solution will allow New York State to facilitate better decision-making, provide increased productivity for employees, improve public access, and reduce the risk of falling victim to outdated technology and also the ability to maintain and support a Real Property System for up to 1,100 assessing jurisdictions throughout the State for many years to come in an effective and efficient manner.
The selected candidate will be responsible for all phases of the System Development Life Cycle for a multi-tiered complex system. The responsibilities will include both new development as well as maintenance tasks. Specific tasks will included:
Responsible for assisting with the technical design for new development and system enhancements.
Responsible for coordinating the technical solutions among various technical support groups.
Presentations of technical solutions to management and technical support areas.
Responsible for implementing technical solutions.
Assisting with requirements gathering sessions.
Leading the analysis of requirements and system design work.
Development of technical design documents and program specifications.
Coding, unit and integration testing of programming assignments.
Writing and tuning SQL
Technical Support of user testing efforts.
Performance tuning of new and existing applications.
Production support tasks including analysis of issues, propose and implement solutions.
Mentoring of less experienced staff would be required.
The candidate must be able to work in a fast paced environment where legislative changes must be quickly implemented.
Candidates should have at least 84 months experience and a majority of the following should apply:

1. At least 84 months of experience with a large government taxation/budget organization, which includes technical design, development, maintenance and end user support of complex processing. #of months 15
2. At least 84 months demonstrated experience with Java programming in an IBM development environment using IDE of IBM''s Rational Application Developer (RAD) that are deployed to Websphere Application Server ( WAS #of months 15
3. At least 84 months experience with J2EE technologies including EJB, JDBC, JSP and XML. #of months 15
4. At least 84 months of experience with IBM EAD4J and JADE frameworks to develop applications. #of months 15
5. At least 84 months of IBM DB2 experience working with large DB2 databases and experience with XML schemas (definition, querying and automated generation #of months 10
6. At least 84 months demonstrated experience in performance tuning applications interacting with large scale databases. #of months 5
7. At least 60 months of demonstrated experience in IBM MQSeries #of months 5
