The proposed level of effort for this engagement is approximately nine (09) months (1566 hours) for each contractor offered the position. Any increases in the scope, requirements, or scheduling may result in a new or extended professional services agreement.



Vendor Qualifications

Full stack web developer with expertise in the development of websites and applications. Designs, configures, diagnoses, repairs, upgrades, and optimizes technical solutions in selected discipline(s) at a master technical level. The project will directly involve strong internet web programming using Angular, responsive design expertise, ADA/Section 508 design expertise, JavaScript expertise, Java Web Application expertise, Longitudinal Data Analysis expertise, JavaScript expertise, Java Web Application expertise, and Oracle RBDMS knowledge.



Project Description

Interested candidates will support development on the WEB Team / DTS Shared Services group. Development will be primarily with Utah Data Research Center (UDRC) and Web Application development support. This enterprise team provides support for both internet and intranet applications & enterprise efforts in project management and enterprise software. They enhance and maintain the websites and applications for both internal and external customers. Application size ranges from small to large. The team provides programming support for all web projects, audits, and infrastructure activities. The majority of the dynamic website written in Java using the Spring MVC framework and Oracle 12C database. Static content hosted in our content management server, OpenCMS. The 40 applications hosted on the websites written in asp.net, Java with Spring MVC, Javascript and Angular. Currently, there is a project management team consisting of seven project managers with approximately 60 on-going projects . There is one information analyst responsible for accessibility testing.



Minimum Mandatory Requirement:

· Develop fast, reliable and scalable web applications and services using Java, Spring MVC, JQuery, Angular, Oracle PL/SQL and related technologies while following the established software development life cycle in a team environment

· Contribute design and applications architecture decisions while staying within the framework of the existing applications

· Work with team members and stakeholders to implement user friendly, intuitive, and accessible client interfaces

· Mentor and train other team members, where applicable.

· On-site, Monday through Friday is required. Telecommuting is not an option.



Scoring Criteria:

· Web Development with Angular, JavaScript and JQuery – 18%

· Java application development using Spring MVC – 18%

· Java web development using IntelliJ IDEA – 17%

· Oracle database development using TOAD or SQL Developer and Oracle PL/SQL stored procedure development – 17%

· Cost – 30%
