Business Analyst with ITIL

Position Description UCMS and UC Tax Field audit program
The incumbent is responsible for analytical, evaluative, problem analysis, solution outlining, solution testing and documenting activities in the support of Unemployment Compensation Management System (UCMS) specifically the systems that support the following business functions:
1. Registration
2. Accounting
3. Rates and Experience
4. Tax Appeals
5. Field Audit - The component enables the auditors to perform complex audits in less time and will enable them to detect misclassified workers and interacts with UCMS application to download and upload audit information.
Role Description:
Work independently
Strong organization and writing skills. Experience developing graphic representations of complex business processes.
Knowledge of formal requirements gathering methodologies.
Adhere to and ensure project compliance with all applicable information technology policies, guidelines, security and standards.
Plan, coordinate and facilitate sessions with program staff and internal and external customers in a variety of business areas.
Document business process flows, business rules, and develop process diagrams using diagramming tools.
Develop and document Business and/or Functional Requirements, including but not limited to project initiation documentation, what the needed achievements will be, quality measures, and what the system, process, or product/service must do in order to fulfill the business requirements.
Perform Business Process Reengineering (BPR) including assessment of existing business processes (As-Is Assessment), determination of future state (To-Be Assessment and Requirements), BPR gap analysis and assessment, and the general and detailed system design activities needed to support the business systems.
Knowledge of systems development lifecycle, requirements traceability, and testing.
Coordinate Business Analyst SDLC responsibilities as a team member across projects and applications as assigned in various development methodologies.
Experience developing report specifications - define the purpose of a report, its justification, attributes and columns, owners and runtime parameters.
Act as a liaison between the stakeholders and application development staff to foster a productive relationship between IT resources and program management staffs.
Perform related duties as assigned.
Required Skills:
Experience using formal requirements gathering methodologies
4 year college degree or equivalent.
Experience developing business, functional, and non-functional requirements
Experience developing Requirements Traceability Matrix
