The ideal candidate would have 4-8 years of experience, with half of those at a utility company. Some PMO skills, and some utility company experience is highly desired. You may find people with work experience at Detroit Edison (DTE), or Consumers Energy (CE Both service territories bump into Lansing. A junior level person is OK.

General Summary of Duties
Primary responsibility of the IT Project Manager is to manage multiple complex utility-management system implementation projects. Potential projects include the replacement and/or implementation of two or more of the following systems: Geographic Information System (GIS), Advanced Distribution Management System (ADMS), Enterprise Service Bus (ESB), Advanced Metering Infrastructure (AMI), Asset Management System (AMS) and/or Customer Information System (CIS

Essential Functions
The IT Project Manager is responsible for ensuring the success of these projects through the Planning, Executing, Monitoring and Controlling, and Closing process phases. The IT Project Manager’s main role is to effectively manage the coordination and communications of the various projects relating to scope, schedule, budget, quality, risks, procurement, and stakeholders. The IT Project Manager is expected to proactively manage project-related issues with particular emphasis on those that may affect scope, schedule, and/or budget. The IT Project Manager can expect to routinely meet with various stakeholders – including Managers, Directors and Executive Directors – to provide project status updates.
The successful candidate will have a background that includes a balance of technical, interpersonal, and conceptual skills that allow him/her to analyze situations and make appropriate decisions and recommendations. S/he must possess interpersonal skills such as: leadership, team building, motivation, communication, influence, decision-making, political and cultural awareness, negotiation, trust building, conflict management, and coaching. It will also be important to maintain appropriate flexibility in approach and solutions.
Specific tasks will include: understanding business requirements and translating them into IT specifications; providing management with analysis and reporting; managing timelines, preparing reports, and tracking Key Performance Indicators; leading project teams in development and integration of systems; preparing test cases with business unit(s) for verification/validation; analyzing errors in systems from a process perspective and proposing solutions; managing the creation and revision of programs, system designs, test procedures, application configurations and quality standards; creating, distributing and maintaining system documentation and procedures; managing vendor relationships, contracts and Service Level Agreements with IT Service Providers; communicating orally and in written form with all levels within the organization; reporting and escalating appropriately to project management and sponsors; delivering consistently, on-time, on-budget, on-scope, quality systems; and performing other duties as necessary to support projects.
Required to follow client Safety Manual and wear personal protective equipment; Attends training for safety awareness or skills improvement as required by supervisor, client or governmental agency.

Job Specifications
Bachelor’s degree in Computer Science, related field or equivalent;
8+ years of IT Project Management experience required;
Experience in collaborating to develop business requirements;
Experience with producing functional specifications that support test-driven development; Experience in enabling process change to meet business requirements;
Experience in writing test plans and cases.
