Title: IT Project Manager

Job Description

Objective:

Our IT Project Manager is able to independently manages IT projects to ensure successful implementation of a project by providing an umbrella of project manager expertise. This includes analyzing a project and its requirements and determining the best approach to successfully completing the project making use of time-proven methodologies or applying new approaches and project management tools and best practices.

Responsibilities:

Assist agency in the development and execution of a project charter and all appropriate project documentation as required and as determined by the various project needs.

Assist sponsor in the formation of a Project Oversight Committee and project teams, as determined by the project needs.

Decides on approaches to gather business requirements. Analyzes and interprets customer requests and business needs to determine project and product requirements to meet the customer’s mission and objectives.

Partners with Procurement and Contract staff to develop, amend and maintain RFPs, documented quotes and contracts following State procurement rules, laws and guidelines to support the scope/requirements of the project.

Tracks and develops budgets associated with the contracts and assures consistency with budget and accounting balances.

Assess situational performance of the contractors, determines and recommends appropriate penalties and applies administrative remedies allowed within the contract.

Directs and supervises matrix project comprised of user/clients, OIT staff, agency staff and outside consultants. Directs the project team, assigns and reviews completed work, resolves conflicts among team members and provides input to the functional manager on the performance for OIT staff.

Identifies skills sets needed to complete projects tasks, assesses whether project team member possess the necessary skills and if necessary develops a training plan for project team resources to fill the knowledge gap.

Instructs team members in the project management methodology and how it is to be applied to the project.

Determines work plans, priorities, and schedules for project which include:

Project Schedule using a scheduling tool such as Microsoft Project, Clarity, etc.

High level task list (to be expanded as the project progresses) that includes project phases to include Initiation, Planning, Execution, and Closing

Timeline including major tasks and milestones
Change Management Plan
Communication Plan
Quality Assurance (if applicable)
Identifies project risk and develops response plans and procedures.

Recommends budget and resource needs to management based on knowledge of the project schedule, scope of work completed and work pending.

Decides what preventative and corrective actions will be taken to bring a project into schedule and budget compliance (how to get a project back on schedule and within budget)

Provide project leadership and guidance by facilitating the following:

Prioritization, project solving, decision making, and conflict resolution
Project communication and coordination across stakeholders and all resources including: Sponsor, Key Stakeholders, Project Oversight Committee, etc.

Decides when to escalate critical issues to management.

Use of Enterprise Portfolio and Project Management (EPPMO) methodology.

Use of Clarity as a reporting tool for Small, Medium and Major level projects.

Deliverables (not limited to):

Weekly Project Status reports

Project plan as described above

Project closure / lessons learned / acceptance documentation

Other project documentation as required
