RESPONSIBILITIES:
Engagement Description:
Serve as Delivery Manager I / Scrum Master for large initiatives
This person will be responsible and accountable for successful end-to-end project delivery as measured by: On-Time, On-Budget, With Quality and Customer Satisfaction.
Acts as a core team member on an Agile Team serving in both the Scrum Master and Delivery Lead roles
Facilitate, train and guide Agile project teams (and extended team stakeholders) who may have little to no Agile experience
General support for the project management and Agile practices advocated through BCBSM standards

Duties /Responsibilities:
Responsible for initiating, planning, executing, controlling, and closing complex initiatives using a formal project management methodology.
Functions as a Servant leader on Agile project team, providing support to the Product Owner and Delivery Team(s), in their effort to drive maximum value and customer satisfaction through the project’s objectives.
Helps project team members understand and embrace the Agile values, principles and practices. Inspires excitement within the team for the use of Agile.
Partner with Business areas to assist with Business Case obtaining approved scope and value.
Ensure established project budget and schedule are developed and met. Provide ongoing budget and schedule forecasts based on information provided by project delivery teams.
Facilitates meetings and communication with multiple levels within the organization to obtain, drive and communicate key project information to promote transparency and information radiation.
Present project-related presentations for executive-level leadership.
Direct and frequent involvement in sponsor, client, and customer relations to ensure that service expectations are met.
Identify, document, and driving issues and risks to resolution / mitigation and when necessary escalate to leadership for assistance. Develop decision documents for options to resolve issues / risks. Responsible for removal of impediments to items that inhibit the team’s productivity.
Establish, analyzes, monitors and forecasts project budget based on information provided from a variety of areas.
May manage multiple project releases of varying size concurrently.
Develop detailed plans and schedules using MS Project.
Develop integrated plans tracking milestones across multiple enterprise initiatives.
Collaborates with different business areas to prepare the project for implementation, including coordinating communications, process changes and training. Structures and facilitates Scrum Planning phase to prepare Product Owner and Delivery Team for Sprinting.
Facilitates scheduling and execution of Scrum Ceremonies: Sprint Planning, Daily Standup, Scrum of Scrums (as needed), Sprint Review, Retrospectives, Grooming and Sizing.
Facilitates creation and maintenance of key Agile artifacts including the Product Backlog, Release Plans, Sprint Backlogs and burndown charts. Ensures project deliverables in the form of capabilities, epics and story cards are captured in support of value-driven objectives.
Drive frequent involvement in sponsor, client, and customer relations to ensure that service expectations are met. Deliver project-related presentations for executive-level leadership.
Monitor project metrics for significant deviations in quality, cost, or schedule. Works with Agile Coach as needed to track and monitor BCBSM Agile performance.
Fosters the continued emergence of empowered high-performing teams by setting an environment built on self-organization, sustainable pacing, respect and trust.
Facilitates the use of and adherence to BCBSM Project Management Office and Agile Center of Excellence policies, procedures and methodologies. Trains and coaches team members on these approaches as needed.
Protects the team from outside interference so team members can remain focused on delivering value.
Coach and mentor individuals on the project teams and provides feedback on performance to their leaders.
Adhere to Project Management Office policies, procedures and methodologies.
Possess thorough knowledge of PMI standards and terminology (including PMBOK
Assist in establishing and improving project management methodologies, procedures and policies.

QUALIFICATIONS:
Top Three Technical Skills/Experience:
Proven experience successfully managing complex IT initiatives - 7 Years
Proven experience successfully managing large teams of diverse resources as an Agile Delivery Manager/Delivery Lead with direct Scrum Master experiences - 5 Years
Proven experience collaborating at the Director and VP level - 5 Years

Required Skills/Experience:
Minimum 7 years’ experience running IT projects.
Demonstrated strong leadership skills with hands-on management of project execution. Able to achieve forward progress and maintain momentum in a complex project environment.
Demonstrated knowledge of numerous well documented patterns and techniques for formal project management as well as Agile/Scrum practices (e.g., burndown techniques, retrospective formats, processing new features and bugs as they emerge, etc.
Strong analytical and decision-making abilities. Able to review financial and schedule forecasts to identify potential issues and opportunities
Keen understanding of key success factors for large scale initiatives. Able to participate in the process of distilling strategic goals into actionable tactical plans
Ability to manage engagements with -executive level- visibility and interaction
Good knowledge of servant leadership, facilitation, situational awareness, conflict resolution, continual improvement, empowerment, and increasing transparency
Strong verbal, written and presentation communication skills with ability to deliver complex messages and teach new concepts. Ability to work across various levels of the organization - from team discussions to executive level presentations.
Proficiency with project management and/or agile delivery tools (e.g. MS Project, JIRA) to produce and deliver high quality project plans, status updates and reports

Expertise in standard Agile techniques for identifying project deliverables and measuring team performance required including but not limited to: Product Roadmap, Release Plan, Product Backlog, Sprint Backlog, Sprint Goal, Kanban/Task Board, Burndowns, Burnups, Requirements Traceability, Velocity, team norms, impediments, team calendar
Knowledge and/or experience with widely successful Agile techniques: User Stories, TDD, Continuous Integration, Automated Testing, Pairing, Agile Games, etc.
Excellent communication and mentoring skills

Educational / Certification Requirements:
Bachelor''s degree required, Master’s degree preferred
PMP certification preferred
Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO) or Certified Scrum Professional (CSP) or equivalent preferred.
