The GIS Analyst/Programmer will use tools such as ArcMap and ArcGIS Professional to deliver high-quality cartographic products to internal and external customers. OP’s ArcMap environment has been enhanced with productivity tools developed in-house; we expect similar enhancements to become available for ArcGIS Professional. Maps will follow OP’s cartographic standards and conventions. This is a customer service function, and the GIS Analyst/Programmer will need to communicate effectively with internal and external customers, sometimes on short deadlines.

Spatial Analysis
Under the direction of Chief Information Officer, the GIS Analyst/Programmer may use tools such as Modelbuilder, Network Analyst, and Python scripting to work with other members of the OP GIS team and staff on advanced analytical tasks.

Responsibilities:
Analyzes, designs, develops, implements and supports enterprise complex projects.
Interfaces with other offices, consult with and inform user departments on system requirements, resolve problems and operating difficulties for the current and future enhancements to District’s system.
Participates in problem resolution related to system design and implementation review.
Recommends approval of functional and technical design documents and implementation of systems, program enhancements and updates of applications.
Analyzes and evaluates system changes to determine feasibility, alternative solutions and back-up procedures.
Works on the development of new systems, upgrades and enhancements to existing systems and ensure systems are in compliance with approved standards.
Develops complex programs and reports in database query language

Minimum Education/Certification Requirements:
Bachelor’s degree in Information Technology or related field or equivalent experience

Skills Needed
11-15 yrs managing complex geodatabases with ESRI GIS software Nice to have 11 Years
11-15 yrs manipulating geospatial data (data conversion and geocoding) Required 11 Years
Bachelor’s degree in Planning, Geography or related field Required
Master''s Degree in Planning, Geography or related field or equivalent experience Highly desired
ArcMap, with advanced cartographic, analytical, and scripting functions such as model creation using ModelBuilder Required 8 Years
ArcMap scripting with Python Highly desired 4 Years
ArcGIS Professional Highly desired 1 Years
Developing content for ArcGIS Online, including Web App Builder, Story Maps, and the JavaScript API. Required 3 Years
Demonstrated expertise creating high-quality cartographic products – in print, and preferably online. Required 8 Years
Demonstrated expertise in communicating effectively with clients and with coworkers Required 11 Years
Expertise with 3D mapping and analysis Highly desired 2 Years
Web development expertise with HTML, CSS, and JavaScript Nice to have 2 Years
